Donna Livingston charged with theft from elderly man

Crimes against the elderly are considered some of the most heinous crimes in America. And when those crimes are committed by someone of trust, they are even more egregious. Now, an employee of the Scioto County Homeless Shelter has been charged with felony theft and telecommunications fraud involving an elderly man who was, for a while, staying at the shelter in Portsmouth and later at a hotel in Rosemount.

Arrested was Donna Livingston, 50, of 402 Hansgen Morgan Road Wheelersburg Ohio, Livingston has been charged with one count of felony theft and 4 counts of telecommunication fraud, both felonies of the fifth degree.

Scioto County Sheriff Marty V. Donini said his office had been actively working on a case that involved an elderly man who was staying at the homeless shelter in Portsmouth, Ohio who later was staying at a hotel in Rosemount.

Donini said a 78 year old man who was homeless and staying in the shelter in Portsmouth was befriended by an employee of the shelter who later obtained his credit card information and used his account to pay several of her bills to include gas and water, she also used the card to get gas for her vehicle and to make other purchases.

Livingston’s case was presented to the Scioto County grand jury which resulted in an indictment being filed for Donna Livingston. She is being held without bond and will appear at Scioto County Common Pleas Court at a later date.
