Red Cross volunteer takes staff position

The American Red Cross recently announced Jacqueline Baldwin-LeClair has accepted the position of Disaster Program Specialist in Missoula, Montana. Baldwin-LeClair has a history with the Red Cross most recently serving as district manager for the Red Cross in Jackson, Ohio.

While a District Manager of the Ohio River Chapter of the American Red Cross, Jacqueline led an all-volunteer team of caseworkers, shelter workers, and damage assessors. Jacqueline and her team provided assistance to over 230 people directly affected by flooding.

Since 2013 Jacqueline has served as Volunteer Disaster Program Specialist for the American Red Cross serving the Ohio River Valley area.

“I look forward to a future with the American Red Cross where I can use and share my experiences that I have gained by volunteering in the Ohio River Valley. The American Red Cross has long been the leader in serving the community and I look forward to joining such a strong, dedicated and accomplished staff in planning for the future,” said Baldwin-LeClair in a released statement.

Baldwin-LeClair has a BA in Political Science and Islamic Studies from Stockton University in Galloway, NJ.

The Ohio River Valley Chapter of the American Red Cross recently hired Eddie Helphinstine Jr. as its Disaster Program Manager (DPM). Helphinstine spent his career in the United States Army as an Intelligence Officer, retiring in 2004 as a Major in the Army National Guard. According to released information, “after retiring, Helphinstine became a military contractor, working on a counter-narcotics project in Afghanistan and later training the Afghan military on intelligence operations.

In his new role Helphinstine is responsible for all three phases of a disaster—preparation, response and recovery.

Helphinstine will serve as the main point of contact with first responders during disasters, receiving the calls and coordinating the efforts that launch Red Cross volunteers to assist both the first responders as well as those who are victims of a disaster and in need of help.

The ORV provides disaster services to Lawrence, Jackson, Scioto, Pike, Adams and Highland counties. Within the last 12 months, the ORV Office based in Portsmouth has supported 190 families during disasters.

Baldwin-LeClair will assume the role on Aug. 31, 2015.
