PORTSMOUTH — The city of Portsmouth will play host to the Southeast Ohio Water Environment Association (SOWEA) Thursday at the Scioto County/Portsmouth Welcome Center.

“They have quarterly meetings all over the state and this time it’s going to be here in Portsmouth,” Portsmouth Wastewater Director Rick Duncan said. “There will probably be 50 to 100 wastewater operators from around Ohio who will be here for this program.”

The day will begin with a tour of the city of Portsmouth’s Lawson Run Wastewater Treatment Plant on Charles Street at 9 a.m. At 11 participants will be checking in at the Welcome Center and doing some networking. A lunch and business meeting will take place from 11:30 a.m. to 12:30 p.m.

From 12:30 p.m. until 1:15 p.m. the discussion will center on the city of Portsmouth Combined Sewer Overflow (CSO) conveyance and treatment, EPA negotiations and implementation, featuring Kris Ruggles, P.E. and Patric Karnes, P.E., both of Strand Associates.

From 1:15 p.m. to 2 p.m. the meeting will feature an Ohio River Valley Water Sanitation Commission (ORSANCO) overview and update with Stuart F. Bruny, P.E. of ORSANCO.

After a short break, the topic will be Design Overview, Challenges, and Construction of the new wastewater treatment plant for Minford. Presentations will be made by Jeremy Cook, P.E. of AECOM and Adam Voris, P.E. of EMH&T.

From 3-3:45 p.m. there will be a Water Pollution Control Loan Fund update and funding opportunities available for CSOs presented by Jerry Rouch, of Ohio EPA Division of Environmental and Financial Assistance (DEFA).

“I want to get my operators more involved and exposed to the field,” Duncan said. “We can get our contact hours training the state requires us to have by attending those classes.”

Each of Thursday’s sessions is equal to 0.75 hours. Duncan said Class 1 operators are required to have 12 hours a year, Class 2 operators – 18 and Class 3 – 24 hours.
