New Boston ‘Phase 3’ on target

NEW BOSTON — Phase 3 of the New Boston Combined Sewer Overflow (CSO) mitigation project is moving forward.

On Wednesday, New Boston Village Council gave second reading to a resolution authorizing the Village of New Boston to apply for, accept and enter into a Water Pollution Control loan agreement for construction of the Combined Sewer Overflow mitigation phase 3 project. And made a dedicated repayment source for the loan.

“We’re getting money from the (U.S.) Corps of Engineers, so we have to set up a dedicated fund for it,” New Boston Mayor Junior Williams said.

“Phase 3 just went out to bid,” Williams said. “We do have the contractor and it was Fields Excavating, Inc. So we had Strand Engineering kind of running that show for us.”

Village Councilman Dan Fetty said Fields is the same company that handled phase 2 of the project.

“The cost of phase 3 is $1,051,258,” Fetty said. “Phase 3 will probably be through DEFA (Division of Environmental and Financial Assistance) and supplemental OWDA (Ohio Water Development Authority).”

Phase 3 is to be bid out in three alternate bids. Phase 3-A will be installing the 72-inch pipe from Rhodes Avenue to Gallia Street. Phase 3-B will take the pipe up to the front of the old Glenwood High School and will catch all the stormwater from Glenwood and will take an increased amount of stormwater out of the combined sewer.

Phase 3-C will consist of televising and cleaning of sewer lines.

Only phase 3 and phase 4 of the project remain to be completed.

“It’s good to go this spring,” Williams said.
