Scioto Engineer Craig Opperman on Thursday announced a road resurfacing program which will result in 79 miles of county roadways being paved. Opperman said the program to achieve this consists of hot mixed asphalt pavement, cold mixed asphalt and chip seal pavement resurfacing.
The hot mix asphalt paving program contract was awarded to The Shelly Company for $1,046,058.68 for 14.4 miles of paving. Opperman said partial funding for the program up to $400,000 is coming from the Ohio Public Works Commission Issue 1, with the remainder of funding coming from local funds and participating townships and villages at a cost in excess of $646,058.68.
He said Rush Township participated in the paving this year submitting Noel Hollow and the Village of South Webster submitted Grandview Avenue and Webster Street.
“Again this year, we have been fortunate to be able to assist the Townships and Villages with obtaining grant funding and/or by administering programs for the betterment of our overall road systems,” Opperman said.
The hot mix asphalt paving program began with pavement resurfacing on Gallia Pike. All paving work is scheduled to be completed next week as weather permits.
Other roads being paved through the hot mix asphalt program include, Bennett School House – South Webster Road from State Route 335 to Township Route 235. Bennett School House – South Webster Road from Township Road 295 to South Webster Corporation Line.
A portion of Burns Road, Carey’s Run Pond Creek Road from County Road 57 to State Route 73. Gallia Pike from Arch Lane to State Route 522. All of Grandview Ave. Houston Hollow-Long Run Road from County Road 505 to S.R. 139. Lick Run Lyra – Bloomswitch Road from St. Peter Church to Township Road 375. Pond Creek Road from S.R. 73 to McDermott, Noel Hollow County Road 49 to Dead End and Webster Street from State Route 140 to North Jackson Street.
Opperman said the cold mix asphalt paving program will continue work on Back Road beginning Monday, Sept. 8, with anticipated completion by Thursday, Sept. 10, on Hayport Street, weather permitting.
He said the cold mix asphalt paving program will pave 4.12 miles of roadway at an estimated cost of $100,423.42.
The cold mix paving process includes material production and placement performed entirely by Scioto County Engineer employees, maximizing tax dollars.
The chip seal program is slated to begin Monday, Sept, 14. Opperman said this program involves an application of a liquid asphalt emulsion and cover aggregate and is anticipated to cost $553,681.65.
There will be 60.67 miles of roadway resurfacing that’s being funded from engineer’s Motor Vehicle & Gasoline Tax revenues.
“In addition to providing more resurfacing for every dollar over other methods, the chip seal program provides increased safety through greater skid resistance on the hilly and curvy roads of our area.” Opperman said.
He said all, or portions of, 13 roads will be resurfaced this year through this program. The roads include Bloom Furnace Road, Clinton Furnace Road, Cockrells Run Road, Jake Kuhn Road, Lick Run Lyra Road, Maple Benner Road, Oak Hill Branch Road, Old SR 335, Millers Run Back Run Road, Rarden Hazelbaker Road, Rocky Fork Road, Upper Twin Creek Road and White Gravel McDaniel Road.
“Our staff is providing a tremendous amount of roadway resurfacing throughout the county in order to maintain and preserve our road infrastructure,” Opperman said. “All of this work is performed utilizing the most cost effective methods available to our operations within our limited funding provided for the maintenance of our 415 miles of roadways.”
