A Portsmouth man has been charged with the rape of a 5-year-old child. On Aug. 10, the New Boston Police Department arrested Joshua E. Collins, 26, on a Scioto County grand jury indictment arrest warrant. That warrant charges Collins with three counts of rape, all felonies of the first degree. The alleged victim, a boy, was 5 years old at the time the criminal acts of rape are alleged to have occurred in the village of New Boston from 2006 to 2007, when the alleged victim and his family lived on York Street in New Boston.
Captain Steve Goins of the NBPD said the case was presented to the Scioto County grand jury this month and that jury indicted Collins on the rape charges said the investigation started in September 2015 when the stepmother of the male alleged victim called NBPD and spoke with him and advised him the male victim, now 16, had opened up to family members about the sexual abuse that occurred to him when he was 5. According to Goins, Collins is a family relative of the victim and was babysitting the victim when the sexual acts allegedly occurred.
New Boston Police Department officials took the time to thank the Scioto County Prosecutor’s Office and the Ohio Bureau of Criminal Investigation and their Child Exploitation Unit and also thanked the Arkansas State Police Sex Crimes Unit for their assistance during the investigation of the case.
Goins said if anyone has any information about the case or has information on similar incidents involving this type of crime involving the suspect they should call NBPD and speak with Captain Steve Goins.
