Drug bust nets heroin, ICE and cash

Being arrested on drug charges is one thing. Being arrested on drug charges in the presence of juveniles changes the picture. Dominique D. Drake, 27, of Dayton was booked into the Scioto County Jail on charges of trafficking in drugs within the vicinity of a juvenile, a felony of the second degree along with possession of drugs, a felony of the third degree. Nigel Harr, 37, of Portsmouth, was taken to the Scioto County Jail where he was initially charged with falsification, a misdemeanor of the first degree, possessing drug abuse instruments, a misdemeanor of the first degree, a warrant from Chattanooga, Tennessee, a warrant from Hamilton County, Ohio as well as being a fugitive from justice.

At about 4:40 p.m. Saturday, officers of the Portsmouth Police Department responded to a report of a large disturbance inside the residence at 1031 Ruhlman Avenue. Officers were given consent to enter the residence by the resident Brian Logan.

When Officers Mike Queen, Josh Linkous and Jacob Newman were permitted to enter the scene, they said they found six adult subjects and two juvenile subjects present. While checking the residence for any possible victims that may have been assaulted, officers said they found instruments of drug abuse and a baggie that possibly contained drugs in plain view in the house. The baggie was tested and, according to officers, gave a positive test for the presence of cocaine.

Captain Debbie Jenkins, Detective Steve Timberlake and an officer of the Southern Ohio Drug Task Force, were summoned to the scene due to the discovery of the drugs and the need for additional officers to keep the scene secure.

All of the adult subjects were read their Miranda rights. Logan was questioned about the drugs and denied that they were his. Logan did give officers consent to search the residence for additional drugs.

Harr was one of the male subjects in the residence. He reportedly told officers that the baggie and syringe they found in plain view belonged to him. Officers patted down the remaining subjects in the house and continued their search for drugs.

During the search, Officers said they located approximately 5.5 grams of a substance that field tested positive for heroin, and 114.6 grams of a substance believed to be a street drug known as Ice and $1,301 in cash they said was possessed by a male subject in the residence that was identified as Drake.

Officers also located additional baggies containing a combined total of 74 grams of cocaine, two sets of digital scales, a box of sandwich baggies and hypodermic syringes during the search.

The cases on the two men will be presented to the Scioto County grand jury where it is expected that additional charges will be filed.
