Sheriff’s office solves major theft ring

An investigation by the Scioto County Sherifff’s Office has netted 20 four-wheelers, 30 dirt bikes, five firearms and 12 grams of heroin, resulting in the arrest of a Scioto County man.

Elsworth Chaffin, III, 29, of 299-A Whaley Road in West Portsmouth has been charged with two counts of receiving stolen property, a felony of the fourth degree as the result of an intensive investigation.

Scioto County Sheriff Marty V. Donini said the arrest came after his office conducted an in-depth crime spree investigation where detectives have been actively investigating numerous breaking and entering cases where four-wheelers and dirt bikes had been stolen.

Doninitold the Daily Times detectives have been actively working on the cases for weeks, gathering evidence and information that resulted in a search warrant being obtained and executed at the suspect’s residence.

Donini said detectives from the sheriff’s office were assisted by detectives from the Southern Ohio Drug Task Force and probation officers from the Scioto County Common Pleas court.

As the result of the search warrant, detectives said they recovered 13 four-wheelers of which most have been confirmed and verified as stolen from residents of Scioto County along with three firearms and approximately 12 grams of suspected heroin as well as drug trafficking related evidence.

According to Donini, detectives continued their investigation and later responded to several other locations within Scioto County including Stoney Run Road in West Portsmouth, Candy Run in Lucasville and Ohio 140 in Wheelersburg, that resulted in the recovery of additional stolen four-wheelers and dirt bikes.

The investigation also led detectives to the Dayton, Ohio area where one additional stolen four-wheeler being stored there was recovered and returned to the Scioto County Sheriff’s Office.

Donini referred to the operation as a “somewhat large multi-victim” ongoing investigation that he said will undoubtedly result in additional charges being presented to the Scioto County grand jury involving additional suspects.

Detectives apprehended Chaffin and charged him. He is currently incarcerated in the Scioto County Jail.

Donini took the opportunity to commend the efforts of detective Jodi Conkel and those assisting her saying – “they worked diligently and cooperatively on this case to solve these multiple criminal investigations.”
