Locals to vote on issues

Two proposed tax levys for Scioto County are on the ballot, and each will require a majority affirmative vote in order to pass.

The first, a proposed tax levy (Renewal) for the Scioto County T.B. would renew a tax for the benefit of Scioto County for the purpose of providing care, diagnosis and treatment of in and out patients, maintenance and hospitalization of residents of Scioto County suffering from tuberculosis at hospitals, and to provide for the support of tuberculosis clinics at a rate not exceeding 0.3 mill for each one dollar of valuation, which amounts to $0.03 for each one hundred dollars of valuation, for 5 years, commencing in 2019, first due in calendar year 2020.

The second proposed tax levy is a replacement for Scioto County Senior Citizens. The proposal is for the replacement of a tax for the benefit of Scioto County Senior Citizens for the purpose of maintenance and support of senior citizen services or facilities at a rate not exceeding 0.3 mill for each one dollar of valuation, which amounts to $0.03 for each one hundred dollars of valuation, for 5 years, commencing in 2019, first due in calendar year 2020.

Additional items on local ballots include two proposed tax levy replacements for Union Twp., one proposed additional tax levy for Bloom Twp., three proposed tax levy replacements for Harrison Twp., one proposed tax levy replacement for Jefferson Twp., one proposed tax levy replacement for Madison Twp., one proposed tax levy replacement for Nile Twp., two proposed tax levy replacements for Porter Twp., one proposed tax levy replacement and one proposed tax levy replacement and increase for Rarden Twp., one proposed tax levy replacement for Valley Twp., one proposed tax levy renewal for Vernon Twp., one proposed tax levy replacement for Washington Twp.

Two school district tax levys, one for Bloom-Vernon Local School District and one for Green Local School District, will appear on local ballots.

The proposed Bloom-Vernon Local School District is an additional proposed tax levy for the benefit of Bloom-Vernon Local School District for the purpose of general permanent improvements, including school safety and security improvements at a rate not exceeding 1 mill for each one dollar of valuation, which amounts to $0.10 for each one hundred dollars of valuation, for a continuing period of time, commencing in 2018, first due in calendar year 2019.

The proposed bond issue and tax levy Green Local School District, would authorize Green Local School District to issue bonds for the purpose of constructing school facilities and renovating, improving and constructing additions to school facilities under the Classroom Facilities Assistance Program of the Ohio Facilities Construction Commission; furnishing and equipping the same; improving the sites thereof; and acquiring land and interests in land as necessary in connection therewith in the principal amount of $11,570,000, to be repaid annually over a maximum period of 37 years, and levy a property tax outside the ten-mill limitation, estimated by the county auditor to average over the bond repayment period 7.5 mills for each one dollar of tax valuation, which amounts to seventy five cents ($0.75) for each one hundred dollars ($100.00) of tax valuation, to pay the annual debt charges on the bonds, and to pay debt charges on any notes issued in anticipation of those bonds. 2. Levy an additional property tax to provide funds for the acquisition, construction, enlargement, renovation, and financing of permanent improvements at a rate not exceeding 1 mill for each one dollar of tax valuation, which amounts to ten cents ($0.10) for each one hundred dollars ($100.00) of tax valuation.

Three local liquor options by petition will appear on the ballot, in which a majority affirmative vote is necessary for passage, for 1st Stop Inc., of Franklin Furnace, Boland’s Mini Mart in West Portsmouth (Washington Township), and Rarden 1st Stop, with an additional vote determining whether the sale of beer, wine and mixed beverages be permitted for sale on Sunday between the hours of eleven a.m. and midnight by Rarden 1st Stop.
