A Scioto County man, Ronald S. Biars, 64, of Lucasville, is facing a charge of attempted unlawful sexual conduct with a minor, which is a fourth-degree felony.
Scioto County Sheriff Marty V. Donini said his office received a call on March 27, 2017 from a man stating that he had checked his daughter’s cell phone and found what he said were disturbing messages from an adult male that caused him to be alarmed.
Donini said a deputy responded to the man’s location where a report was taken and forwarded to a detective for an investigation. Due to the nature of the report, a detective immediately contacted the father, which resulted in the detective taking control of the juvenile victim’s cell phone and social media accounts.
Donini said during the investigation several messages were sent by Biars to the victim through social media, wanting her to meet with him to have sexual relations. The suspect was not aware that he was actually communicating with a detective, he wanted the victim to meet him across the street from her school at 2:30 p.m. on Friday, March 31, 2017. Detectives were able to surround the suspect’s vehicle when he pulled in and he was detained without incident.
Captain John Murphy told the Daily Times that during the investigation, detectives were able to determine that the suspect was aware that the victim was only 14 years old and that the suspect’s intentions were to have a relationship with the victim.
Donini said his office has taken an active role along with Juvenile Court against computer and social media crimes by sending a detective to the local schools to talk with the kids about internet safety, social media and bullying in school.
Donini referred to the case as an ongoing investigation that could result in more charges being presented to the Scioto County grand jury at a later date and said anyone with information about the case should contact detective Jodi Conkel at 740-351-1091.
