If you travel the Lucasville-Minford Road in the area of Rase’s Mountain, you will need to take a detour April 3-9, as that portion will be closed due to the Southern Ohio Veterans Memorial Highway (bypasss) project.
Contractors for the Ohio Department of Transportation (ODOT) and the Portsmouth Gateway Group are preparing for construction on County Road 28 (Lucasville-Minford Road) and closure of the route will be going into effect the first week of April.
While Lucasville-Minford Road is closed, traffic will be detoured via County Road 549 (Glendale Road), Ohio 139 and High Street in Minford. During the closure of Rase’s Mountain Drive, motorists will be detoured by way of Township Road 227 (Hickman Road). And while Rase’s Mountain Drive will be open to traffic within a week of its closure, Lucasville-Minford Road is scheduled to be reopened on Aug. 1, prior to the start of the Scioto County Fair.
What about local traffic?
“They (motorists) will be able to use Glendale Road and take it over to (Ohio) 139,” Kathleen Fuller, public information officer for ODOT District 9, said. “That’s going to be the detour for everybody.”
With the closure of Lucasville-Minford Road, that will mean there will be a week-long closure of Township Road 1570 (Rase’s Mountain Drive). Rase’s Mountain will be closed April 3 through 9 at its junction with Lucasville-Minford during the first phase of reconstruction at the intersection.
Crews from the Portsmouth Joint Venture will be installing culverts, completing drainage and sub-grade work, and continuing excavation between Rase’s Mountain Drive and T.R. 381 (Flowers-Ison Road). Construction of the substructure for Bridge 11, which will be the Lucasville-Minford Road overpass for the new highway, will also be performed in conjunction with this phase of the project.
“By doing it this way it will kind of expedite everything rather than having a long-term restriction,” Fuller said. “There’s a couple of issues. There are going to be some points where we would really have to close it, especially at Rase’s Mountain where we doing some of the work especially with the reconstruction where a kind of a slip occurred. We have a culvert there really close to our field offices between Flowers-Ison and Rase’s Mountain. We’re going to have to do some closures there anyway. Rather than have a long extended period of restriction on the route, we talked to (Scioto County Engineer) Darren LeBrun, and said wouldn’t it be better if we could just do the closure and get it all done quickly.”
Fuller said, by doing it that way, crews will be saving time on the project. She said the detour is not a lengthy one.
The closure of Lucasville-Minford Road will allow the contractors to expedite construction activities through the spring and summer months and diminish the long-term impact to both residents and motorists.
ODOT and the Portsmouth Gateway Group are constructing the new Ohio 823, a 16-mile, four-lane, limited access highway from U.S. 23 at Lucasville to U.S. 52 at Sciotoville in Scioto County. The Southern Ohio Veterans Memorial Highway is the department’s first P3 project and the largest, modern earthwork project to be constructed in the state’s history.
