Phipps promoted at SCBDD

Longtime Scioto County Board of Developmental Disabilities (SCBDD) employee Chad Phipps has been chosen to fill the role of director of Service and Support Administration (SSA) effective January 1, 2016. He will be stepping into the role with the exit of current Director Donna Royse, who is retiring.

“I am so excited for Chad. I think he will be an awesome addition to this department. He is a great guy and he has the individual’s interests at the center of everything,” Royse said. “He is a very kind and compassionate person. He is just a great person to fill this seat.”

The services provided at the SCBDD allow a quality of life for the consumers that otherwise wouldn’t be possible. One of the most central leadership positions within these types of programs, which makes these instrumental services possible, is the director of Service and Support Administration (SSA).

Royse said that she is glad to have Phipps hired as an assistant until he takes over full-time, because she believes it will allow the transition to be smooth and fluid, which is important for the continuity of the entire program and every individual serviced at the SCBDD.

“Our department touches every other department within the county board,” Royse said. “There is a lot of learn, and to have this opportunity is great.”

Retirement is coming to Royse bittersweet, after twenty years of service to the board. Royse said that the organization has grown rapidly since she has been there and she is very excited about the growth and direction of the programs offered at SCBDD.

“It is like anything else, and I have mixed emotions about leaving. I’ve been here for twenty years and I’ve learned so much, and I’ve only continued to learn. Things are happening for the individuals we serve that weren’t happening twenty years ago,” Royse explained. “Many more individuals are served, many more people are being employed, there is more community activity and volunteering going on; everything is much more intensified verses 20 years ago.”

Phipps has been with the SCBDD since 2001. He has worked as an independent supported living provider, primary service coordinator, behavior support specialist, and his most recent role as adult services team leader.

Royse said that she has worked with Phipps for many years, going back to his days of being a student intern.

He holds a Bachelor’s of Arts degree in psychology and a Master’s of Education-Intervention Specialist. Phipps is a graduate of Scioto Northwest High School and Shawnee State University, where he graduated with both his bachelor’s and master’s degrees.

“I am looking forward to learning under Donna Royse and then assuming the role of SSA director,” Phipps said. “Currently, there are many changes happening at the federal and state levels that will impact our organization. I am excited to work with the SSA staff, the individuals we serve, and their families and stakeholders to implement any requirements and changes in a way that furthers our mission and continues to point us in a ‘person-centered’ direction.”
