Lester R. Grant, 55, of 6216 Gallia St., Sciotoville, was arraigned Tuesday morning in Portsmouth Municipal Court on a rape charge.
Portsmouth police were called in when a report was made concerning a complaint on behalf of a juvenile girl, who said she had been raped by Grant.

Grant will now be scheduled for a pre-trial hearing. Charles said Grant has served time for a previous sex offense.
Scioto County Sheriff’s Chief Deputy Todd Miller said Grant was listed as a Tier 3 sex offender.
A Tier 3 sex offender is the most serious classification, because they have been convicted of an offense that is punishable by more than one year in prison.
A Tier 3 sex offender must register for life, unless he is a juvenile delinquent, in which cases, the registration period is 25 years if he maintains a clean record.
An arrest is merely an accusation. All arrestees should be presumed innocent until and unless the government proves their guilt beyond a reasonable doubt in court.

If the people in the justice system will do nothing and the PRESS, the PDT's does nothing but retire Publishers and Editors, PTown will continue to wallow in ouR Pig pen called Socioto county. Look at the crime rates and increases, etc.
Lawyers' clients may not win every one of their cases but the lawyers do every time they get paid and some of the Judges act like they are "in the club."
