Hearing Set Friday For Ashley Looney

A pre-trial hearing has been scheduled for Friday in the court room of Judge William T. Marshall for Ashley N. Looney, 23, of 2431 Scioto Trail in Portsmouth.

Looney is charged with child endangering, after an investigation centering around the alleged physical abuse of her father, 60-year-old Larry Looney.

On Oct. 8, 2009, Portsmouth Police responded to a complaint from witnesses who had contacted Adult Protective Services with photographs of Larry Looney, showing the living conditions he was being confined to. In those photos, Larry Looney is reportedly nude, locked in a room, with only a mattress on the floor, and fecal matter throughout the room, at 2431 Scioto Trail.

One of the photos reportedly shows Larry Looney squatted just inside the locked door of his room with a plate of food.

The police officer filing the report described the scene as “what one would see at a prisoner of war camp.”

According to a report by Portsmouth Police, Larry Looney was being given one glass of water per day.

The witnesses told police that Larry Looney was also being physically abused, mistreated, and beaten by Ashley Looney.

The original report said that it had been reported that Ashley Looney was supposed to provide care for her father and that she may also have been the payee on her father’s SSI income check.

“The living conditions where Larry Looney was confined were deplorable and the odor was overwhelming,” the report states.

Life Ambulance was summoned and when EMS workers, Herman Patrick of Adult Protective Services and police exited the home with Larry Looney, Ashley Looney reportedly slammed the door behind them and secured it. Police say she refused re-entry to Patrick who wanted to retrieve Larry Looney’s medications.

Larry Looney was transported to Southern Ohio Medical Center. Initial reports were that he was dehydrated and was to be admitted for observations and tests.

The police report said that Ashley Looney was said to have been yelling and cursing, drawing attention from passing motorists, then cursing at them after they slowed down to look at her.

Police said Larry Looney’s medications were atop the fireplace mantel of the home.

Portsmouth Police Detective Chuck Crapyou said Ashley Looney was charged on a probation violation, along with two counts of endangering children-creating substantial risk of harm, after she hid with her children in the basement of the home.

Scioto County Children Services was called to the home as a result.

Ashley Looney is being held on the probation violation, and at this time no charges have been filed regarding the alleged abuse of her father.

Sometimes those charges are taken directly to the Scioto County Grand Jury, but they had not been filed as of Monday afternoon.
