Lewis County, Ky. Sheriff Johnny Bivens was in Portsmouth Tuesday regarding the theft of transmissions from Lewis County, which resulted in Portsmouth police arresting a Portsmouth resident. Charged with receiving stolen property is Johnnie R. Cooley, 31, of 1714 Fourth St., Portsmouth.

According to Portsmouth Police, Sgt. Ben Fugitt and Officer Steve Timberlake received a complaint and responded to a location on Gallia Street in Portsmouth at around 3:41 p.m. Tuesday. When they arrived, Bivens was with Cooley and another man. He said they had stolen transmissions from a man on Vanhoose Lane in Garrison, Ky.

The man who was with Cooley reportedly told officers he had gone to Garrison with Cooley to pick up the transmissions, and that Cooley had told him he had permission to take them. According to police, Cooley then told them he (Cooley) was responsible for the theft and that the other person had nothing to do with it.

The victim responded to the scene and identified his property. Police said the total value of the stolen property was $3,700. Cooley was taken to the Scioto County Jail.
