A Portsmouth police officer patrolling near Spartan Municipal Stadium arrested two people Thursday. According to the report, the officer observed a man and woman sitting in a blue Ford near the levee. He said when the subjects saw him, they exited the vehicle and advised the officer they were going for a walk.
Meanwhile, police ran the license on the vehicle, and it turned out to be registered to Brandi Howard, and she was found to have a warrant from the Scioto County Sheriff’s Office. The officer went back to the man and woman. The woman was identified as Andrea Mehaffey, who was also found to have an indictment at the Scioto County Sheriff’s Office. According to the latest Scioto County grand jury report, Mehaffey, 27, of Lucasville, was indicted on a charge of breaking and entering.
The man was identified as Billie C. Fulk, 21, of 483 Jackson St. and during a pat down, was found to have a pill bottle in his jacket pocket. Officers located two small baggies with methamphetamine, one small baggie with heroin, a 60 milligram Oxycodone tablet and other pills. Officers said they received permission to search the vehicle where they found a box and bottle for a liquid Oxycodone.
Fulk was arrested for possession of heroin and possession of methamphetamine and taken to the Scioto County Jail. Mehaffey was arrested for the indictment.
