William Henry “Bill”. Nelson Jr., 61 of Stout, died Saturday Feb. 9, 2013, at SOMC Hospice. He was born Sept. 9, 1951, in Portsmouth to the late William Henry Nelson Sr. and Peachie Irene Blevins Nelson of Stout. He was a truck driver, an avid hunter and loved going to church and spending time with his family. He was a member of the N.R.A., American Hunters Association and Unity Full Gospel Fellowship Church of New Boston. Along with his father he was also preceded in death by a brother Timothy Lee Nelson.
Along with his mother, Bill is survived by his wife Debbie Lykins Nelson who he married Sept. 30, 1972, two sons; Chris Nelson of West Portsmouth and Barry Nelson of Stout, a daughter Amy (Steve) Pollitt of West Portsmouth, a brother Ronald Nelson and a sister Pamela Grandin both of West Portsmouth, seven grandchildren and two great grandchildren.
Funeral services will be 1 p.m. Wednesday, Feb. 13, 2013, at the Roger W. Davis Funeral Home in West Portsmouth with Richard Stiles officiating and interment in McKendree Cemetery. Friends may call at the funeral home from 6 to 8 p.m. on Tuesday and 0ne hour prior to the service on Wednesday. Agnes Winters, 72
Agnes Evelyn Winters, 72, of West Portsmouth, passed away Sunday, Feb. 10, 2013, at Southern Ohio Medical Center. She was born June 3, 1940, in Grayson, Ky., a daughter of the late Howard and Irene Nicely Messer.
Agnes was a homemaker and attended the Lucasville Church of God.
She was preceded in death May 23, 2006, by her husband, Paul Wayne Winters, whom she married Aug. 23, 1956, in West Union, Ohio.
Agnes is survived by two sons, Alan Winters of West Portsmouth, Douglas Winters of Firebrick, Ky.; four daughters, Ruth Blevins, Reva K. Harper, all of Portsmouth, Barbara Carver of West Portsmouth, Nancy Yepez of Portsmouth; several brothers and sisters and many grandchildren and their families.
She was also preceded in death by a son, Phillip W. Winters; and a daughter, Paula Taylor.
Funeral services will be held at noon Thursday at the RALPH F. SCOTT FUNERAL HOME in Portsmouth, with the Rev. Rick Ratcliff officiating and interment in Squires-Kallner Cemetery.
The family will receive friends from 10 a.m. until the funeral service hour on Thursday.

Cecil Smith Sr., 66
Cecil Luther Smith Sr., 66, of Lucasville died Saturday, Feb. 09, 2013, at his residence.
He was born May 4, 1946, in Lucasville a son of the late Luther “Luke” and Gladys Mae Nunley Smith.
Cecil was a former employee of Mills Pride, former Pastor of Beaver Faith United Methodist Church, and a US Army Vietnam War veteran. He was also a member of Rome Masonic Lodge, Lucasville Masonic Lodge, William A. Baker Post of the American Legion, VFW Post 3714, Southern Ohio War Memorial Foundation committee member, and a member of the Twin Valley Baptist Church where he was a member of the choir.
He is survived by one daughter Shannon Taulbee of Carey, Ohio; two sons Cecil L. Smith Jr. and Christopher W. Smith both of Piketon; 10 grandchildren; one great granddaughter; seven sisters Wilma (James) Rockwell of Portsmouth, Mary (Robert) Hagler of Lucasville, Wanda (Jack) Jenkins of Latham, Christine Nance of Piketon, Donna Robirds of Mt.Orab, Connie (Jim) Goodson of Minford, and Gloria (Kenny) Noel of Lucasville.
He was also preceded in death by one daughter, Dawn Michelle Smith.
Funeral services will be conducted at noon, Wednesday, Feb. 13, 2013, at the Twin Valley Baptist Church with Don Noel officiating. Burial will follow in Scioto Cemetery on Cockrell’s Run Road, Lucasville. Friends may call 5 to 8 p.m. Tuesday at the Twin Valley Baptist Church and again, an hour before the funeral Wednesday. Arrangements are under the direction of the McKinley Funeral Home in Lucasville.

Cora E. Washington, 82, passed away Feb. 8, 2013, in Portsmouth. Born 1930 in Tuscaloosa, Ala. to the late Jonnie J. Jones and Mazie L. Jones, who were both of Lynch, Ky.
Services will be held Sat. Feb. 16, at 1 p.m. at Tri City Funeral Home in Benham Ky., with interment to follow at Monte Vista Cemetery, Cumberland Ky.
Friends may call at the funeral home one hour prior to services.
