Because of recent population losses in some city wards, Portsmouth City Council will now look to realign its six wards. An ordinance calls for amending Section 105.01 of the Codified Ordinances of the city of Portsmouth, entitled “Wards Created.”


The change would amend the ward boundaries in wards 1, 3 and 5. Changes in the fourth, fifth and sixth ward will follow in subsequent editions of the Daily Times.


The first, second and third wards would be setup as follows:


First Ward: “All that part of the city bounded on the south and west by its corporate limits; on the north at the intersection of Ruhlman Avenue and Chillicothe Street and on the east beginning at the intersection of the center of Chillicothe Street and the south corporate line of the city; northerly with the center of Chillicothe Street to Fifteenth Street, in an easterly direction along the rear property lines of residences situation on the north side of Fourteenth Street to Kinney Street; northerly along the rear property lines of residences on the west side of Kinney Street to Sixteenth Street; easterly along the center line of Sixteenth Street to Waller Street; northerly along the center line of Waller Street to a point in the rear property line of the residences situation on the north side of 24th Street; easterly parallel with 24th Street to Cypress Street, if extended south to 24th Street; northerly along the rear property lines of residences situated on the east side of Cypress Street to a point of intersection of a line extended along the rear property lines of residences situated on the south side of Coles Boulevard to the center line of Simpson Street; northerly along the center line of Simpson Street to the north corporate line of the city.”


Second Ward: “All that part of the city bounded on the south by the corporate limit of the city between the center line of Chillicothe Street and Brown Street; on the east beginning at the intersection of the center line of Brown Street; on the east beginning at the intersection of the center line of Brown Street and the south corporate line of the city; in a northerly direction along the center line of Brown Street to Eighth Street; westerly along the center line of Eighth Street to Lincoln Street; northerly along the center line of Lincoln Street to Gallia Street; easterly with the center line of Gallia Street to the center line of Drew Alley extended south; northerly along the center line of Drew Alley to 12th Street; westerly along the center line of Offnere Street to Robinson Avenue; westerly along the center line of Robinson Avenue to Kinney Street; westerly and southerly with the easterly boundary of the First Ward to the place of beginning.”


Third Ward: “All that part of the city bounded on the north by the corporate limits of the city from a point at the northwest corner of the First Ward to a point at the intersection of a line extended along the rear property lines of the residences situated in the east side of Seneca Drive with the said north corporate limits to the city; southerly with rear property lines of the residences situated on the east side of Seneca Drive to Dorman Drive; westerly along the center line of Dorman Drive to a point in the rear property lines of the residences situated on the west side of Shawnee Road; southerly with the rear property line of the residences situated on the west side of Shawnee Road to Havercotte Road; westerly along the center line of Havercotte Road to a point on the section line between Sections 8 and 9 of Township 1, Range 21; westerly and northerly along the rear property lines of the residences abutting the un-dedicated extension of Timlin Hill Road to the end of said extension; southerly and easterly to a point in the section line between Sections 8 and 9 of Township 1, Range 21; in an easterly direction along the rear of residences abutting the south side of Micklethwaite Road to the center line of Old Coles Boulevard; south with the center line of Old Coles Boulevard to the rear property line of residences on the north side of Kinneys Lane; west along the rear property line of residences on the north side of Kinneys Lane to the extension of the center line of Hutchins Avenue; south along the center line of Hutchins Avenue to the center line of 17th Street; westerly along the center line of 17th Street; easterly along the center line of 17th Street to Grandview Avenue then south along the center line of Grandview Avenue to Grant Street; westerly along the center line of Grant Street to McConnell Avenue; southerly along the center line of McConnell Avenue to the center line of Robinson Avenue; westerly along the center line of Robinson Avenue to the center line of Hutchins Avenue; from the intersection of Robinson Avenue and Hutchins Avenue, in a westerly direction along the center line of 12th Street to the center line of Robinson Avenue; westerly with the center line of Robinson Avenue to the center line of Waller Street; northerly along the center line of Waller Street to the rear line behind the residences abutting the north side of 24th Street; easterly with the north line of residences abutting the north side of 24th Street to a point of intersection along the rear property lines of residences situated on the west side of Gilbert Avenue; northerly with the center line of Gilbert Avenue; northerly with the center line of Gilbert Avenue to the center line of Coles Boulevard; westerly with the center line of Coles Boulevard to the center line of Simpson Street; northerly with the center line of Simpson Street to the north corporation line of the city.
