At the Thursday meeting of the Scioto County Commissioners a memo from the County Commissioners Association of Ohio (CCAO) was accepted concerning Solid Waste Management Legislative issues.


“Ohio EPA (Environmental Protection Agency) announced in the fall of 2011 that it would conduct a comprehensive review of the state solid waste law and recommend substantial revisions to that law,” the memo from the CCAO stated.


CCAO partnered with the Organization of Solid Waste District of Ohio to form a committee to develop proposed changes to laws concerning solid waste.


According to released information,”the CCAO/OSWDO committee developed a new legislative platform to be included in any revisions to Ohio’s solid waste law. This platform was developed with the intention to guide Ohio solid waste districts for the next twenty years.


A reassessment of the fundamental mission of solid waste management districts/authorities was performed, as the mission has not been redefined since the inception of House Bill 592 in 1988.”


An initial report was presented to the CCAO Board of Directors in April of last year, that ranked 31 legislative priorities.


After some deliberation the priorities were ranked in order of importance.


Legislative priorities include the local authority-state not mandating the overall number of districts/authorities or state which counties should comprise a district/authority. Districts/authorities should retain the authority to authorize, collect and utilize funds form generation fees and disposal fees.


The memo states, “In response to the Ohio EPA and after extensive deliberations, CCAO and the organization of Solid Waste Districts of Ohio supports the following programmatic goal for solid waste districts under Ohio law; ‘maximizing the use of waste as a resource through the development of adaptive, effective and financially sustainable programs, facilities, policies and/or public-private partnerships that promote the health, safety and welfare of Ohio communities.’


Twenty five years ago in response to capacity and environmental concerns the Ohio General Assembly made solid waste management a public purpose and charged county commissioners with responsibility to prepare and implement solid waste management plans to meet the solid waste need of the citizens in every county in the state.”


Scioto and Lawrence County operates a solid waste management district under the name of Lawrence-Scioto County Solid Waste Management District. It’s board of directors are comprised of the county commissioners from Scioto and Lawrence Counties.
