Portsmouth Wastewater Director Rick Duncan says he has scheduled a series of three meetings that will be open to residents who have received a notice regarding the need to disconnect roof drains and other stormwater connections from sanitary sewer lines. The letters were mailed as a result of the city’s discussions with the Federal Environmental Protection Agency (EPA).

Notices were sent to 63 homeowners requiring them to complete disconnection within a limited time. The purpose of the disconnection, Duncan said, is to reduce flooding of properties on Grandview Avenue. Duncan said many of the 63 residents who received the letters have already disconnected their downspouts, but others have yet to do so.

The three meetings will all be held at Christ’s Community Church at 25th Street and Thomas Avenue in Portsmouth, and are scheduled fro 10 a.m. Saturday, Jan. 26, 1 p.m. Tuesday, Jan. 29 as well as 7 p.m. on Jan. 29.

“We’re still in the process of asking people to remove their downspout connections,” Duncan said. “We’ve got about 23 of them resolved. We still have to follow up with about 40 other residents, so this meeting is an opportunity for residents to come in and just share any concerns they may have, or any difficulties, to see if there is some way that we can help them.”

Duncan said each case is different, which means the cost involved at each residence would vary, and he said it is difficult for his department to know what each person’s situation is and the level of work needed.

“We don’t want to cause problems for people’s neighbors by having water that is directed into the neighbor’s property,” Duncan said. “We know there are costs involved for people, and we just want to be as helpful as we can to the people we have sent notices to.”

Duncan said, in the notices that were sent out, the department’s phone number 740-353-0241 was included so that residents could call with any questions or difficulties.

“We have received a few calls from people,” Duncan said. “And the only thing I can say is that we will help people how ever we can to come up to a good solution to their situation.”
