Verbal shots fired in Scioto Sheriff’s race

Candidate for Scioto County Sheriff and former Portsmouth Police Chief Charles Horner has taken off the gloves and gone after one of his opponents, incumbent Sheriff Marty V. Donini.

In recent Facebook postings, Horner, in what he refers to as “the ugly season of this year’s campaign,” says he has been told by current Sheriff’s Department employees, they have been instructed by Donini to not speak to Horner, shake his hand or put one of his campaign signs in their yard.

“During the past couple weeks, I have been told by at least two individuals that someone is telling employees of the Sheriff’s Department that they will lose their jobs if I am elected,” Horner said in his posting. In an interview on Wednesday Horner said a memo had been issued at the Sheriff’s Department that said employees could not have signs nor wear Horner’s t-shirts, but that he does not have a copy of the memo and has not seen such a memo.

Another posting deals with an insecurity within the current department in which he says employees are afraid they will lose their jobs if he (Horner) is elected.

“If elected, as any other person placed in a political office, I will have the ability to bring with me qualified staff that I know will provide knowledge, service, and the ability to effect change. By the same token, experienced and qualified staff will be needed to assure continued and uninterrupted service. Change will come to the Sheriff’s Office, if I am elected. Change is difficult for most. My intent will be to bring three Administrative personnel with me, Horner said. “It is not my goal, nor my intent to make wholesale change and displace employees. I will attempt to give everyone the benefit-of-the-doubt and will work with everyone to make the Sheriff’s Office a professional department, providing service and leadership to our community. I have also been told that anger and displeasure is being directed at employees that speak with me and/or shake my hand. I would hope this kind of conduct is not occurring.”

In the Wednesday conversation, when asked about the security of current employee’s jobs, Horner said - “I answered the question in the post I made as clear as I could.”

Horner was asked if he knows the identity of the person or persons who made the accusations against Donini.

“I do know,” Horner said. “People have talked to me about it. I don’t want to get any employee in trouble, but by the same token, no employee should be treated that way nor should they have their rights any less than ours.”

Donini clarified staffing responsibilities.

“Maybe he’s not familiar as to how the Sheriff’s Office works or how the political process works,” Donini said. “But there are some fiduciary positions within this office, and those fiduciary positions are filed with the State Personnel Board of Revue once you take office. He’s (Horner) probably not aware of that. Those employees serve at the pleasure of the sheriff in office at the time. A sheriff who comes in can get rid of those people. And my understanding is that he’s already going to bring in three executive people, or whatever he wants to call them. That means three people are going to have to leave. And I guarantee you there’s no other option but to get rid of three fiduciary positions.”

Donini further addressed the accusations.

“Have I ever told my employees that they are going to lose their jobs? Do they know there’s a possibility they could lose their jobs, absolutely,” Donini said. “That’s why these employees at the time, the top 10 percent, are 100 percent politically behind me, and they are exempt from Civil Service laws. They can walk in parades. They can speak in a public forum, and endorse me and sell my leadership where the other employees are actually not allowed to engage openly in politics. I have not spread the rumor that he’s going to fire the non-union employees. Are my employees concerned? Of course. They were concerned when I took over after (James) Sutterfield was not elected. I didn’t get rid of anybody, but, no, I didn’t make that statement, and it’s kind of silly of him with his experience to listen to rumors. This is politics. People are going to say things.”

Donini said he has never hired anyone because of their political affiliation, and has never checked into someone’s political affiliation before hiring them. He agreed with Horner that the political activities of employees are covered by law.

In his posting, Horner said, “Today, I was told that some Civil Service employees are being told they cannot display my campaign sign in their yard and others told they can’t wear my campaign t-shirt. I would like to remind those who believe this is not allowed, to refer to Ohio Administrative Code:

123:1-46-02 Political activity of employees in the classified service, specifically, Section B-7 and B-8:

(B) The following are examples of permissible activities for employees in the classified service:

(7) Display of political materials in the employee’s home or on the employee’s property;

(8) Wearing political badges or buttons, or the display of political stickers on private vehicles”

Donini said it has always been his understanding that employees have those rights, consequently, he has never ordered them to do otherwise.

A call to another candidate, Steve Goins, was not immediately returned on Wednesday.

Mr. Horner you need to get your facts straight before you talk. I know that Brewer with the PD put out a memo stating employees should not put signs in their yards or wear political shirts, etc. The next day you started saying that Sheriff Donini is the one who put the memo out. Get your facts right the next time.

You know it can be very difficult to really know a person you very rarely come into contact with. When it comes to the political process on a local level that difficulty becomes a “little” easier to achieve yet still hard. On a local level it’s so important that we are able to evaluate the individual on who they are by either knowing them personally, talking to someone who really knows the person or if the individual is currently or has previously been a public official we can learn a lot more about the subject by reading and paying attention to the news media articles written about the individuals. This particular article says a lot! The comment section about this article, just like topix and facebook, are not very credible mainly because no one accepts the responsibility by providing their real identity. Don’t get me wrong, I know some of the comments are in fact accurate and truthful and have appeared in “print” in our local newspaper such as the “vote of no confidence” concerning Horner’s leadership as Police Chief along with the endorsement by the FOP for Donini’s candidacy. It’s a real shame that this article has now revealed the negative aspects of our political process that all of us know are unneccessary and would like to avoid. Mr. Horner was it really necessary for you to make the comment “the ugly season of this year’s campaign,”! You have now brought back all of the memories of all of those “negative” articles that were printed in the Portsmouth Daily Times concerning your inability to serve as a leader and your constant fighting with everyone you came in contact where you were trying to always convince everyone that it’s got to be “Chuck’s way or no way”!. I totally disagree with the comment made by “peopleshouldknow” which states Mr. Horner is the perfect politician because he’s not! It’s all about how “you” perceive the term “the perfect politician”! Kind of like how you see the glass as being half full or half empty! The perfect politician is a person who truly cares about the community and shows it through the years of service while in office. Yea I agree he(Horner) is doing a very good job as he’s trying to manipulate people during their most vulnerable moments of their lives such as those poor confused drug addicts and surviving family members of those drug addicts who freely made some very bad decisions during their lives and the group who call themselves “Solace”. Mr. Horner should be ashamed of himself and should have not posted those comments on his Facebook account and obviously has no proof or evidence to back up his negative allegations. Scioto County we deserve better than this type of leader!

It seems amazing to me that anyone would listen to this man. He is constant controversy. He spent the greater part of the 10 years he was Chief of the Portsmouth Police Department not coming to work. When he did it always meant something was going to be stirred up and it usually wasnt good. He refused to obey orders, he was responsible for leaving the Portsmouth Police Department in the worst condition it has ever been, he was not involved in the closings of any of the clinics as he said he was. He did however run to stand in front of the cameras when the clinics were being closed. Ask DEA. They wont lie but I'm sure they cant initiate the conversation. He will say he received awards for his work from the DEA. These awards wre given because of the work his officers did, not for anything he did. If he is so great and knows so much about drug enforcement, why did the drug problem get as bad as it has. His legacy as a narcotics officer is a joke. His Southern Ohio drug Task force was all about offering sweet deals to drug dealers in exchange for money and property forfeitures. This all stopped when the Southern Ohio Drug Task force disbanded and Mark Kuhn took over the prosecutor's office. I am so sorry for those in Scioto County who are being fooled by his smooth talking. "Not a politician" PLEASE... he is the perfct politician. Telling people what they want to hear just to use them. Please people talk to a police officer or city employee who worked with or for him. 99% will tell you what he really was. He is a mean vengefull man. He was dangerous for Portsmouth and will be more dangerous for Scioto County. He is a loose cannon. No other agencies would or could work with him. He has been named in numerous law suits, he has accused local citizens of being domestic terrorist for voicing there opinions, he has been fired for his actions at the police department and because he did not receive "progressive" discipline he was re-instated. Not because he was proven innocent or to have done nothing wrong, simply because the mayor at the time did not properly document the dicscipline or orders that were given. What happened to the alleged sickness the black mold at the city building caused? What happened to the other health issues that allegedly kept him from working so much. That was just more of his lies and proof that he would do anything to get what he wants. Even lie about health issues to try to obtain a new police dpartment. It's amazing how all of that is suddenly not an issue any longer. I plead with the people of Scioto County. KNOW BEFORE YOU VOTE. Dont just beleive anything you hear from this man. Officers of the Portsmouth Police Department took a "NO Confidence" vote against this man. He never changed after it, he never improved after it and I am sure they would vote the same way today. They know him and worked with him for over 25 years. Could they all be wrong?

Mr. Horner, you are absolutely a disgrace! For someone who has no experience in the political process, you have quickly learned how to turn voters off. This is the very reason many people don’t want to get involved in politics or even vote! People aren’t as stupid as you may feel they are and I consider your facebook postings and your recent interview as a desperate act in an attempt to smear and discredit your opponent Sheriff Donini , who by the way, is a very credible public official which is why “we” the voters of Scioto County have repeatedly elected him and his competent staff back into office over the last sixteen years. I and many other residents of Portsmouth were very happy to see you leave your “secured” civil service position as Chief of Police where the system allowed you to continue to serve for nearly ten years though your service was consistently marred with incompetency such as your termination from the Portsmouth Police Department, your receiving the vote of “no confidence” from the very men and women you were leading (Fraternal Order of Police Lodge #33) , your constant bickering with Portsmouth City Council, your bellyaching about not getting the first floor of the Marting’s building to house the police department, your ordering an officer “not” to file criminal charges against a “Pistole” subject who was a first responder to a suicide where the subject shot himself and Mr. Pistole blatantly posted the gory photos all over the internet and was shielded by you because he was the son of a of a so called “prominent” businessman in the Portsmouth who is also currently supporting your candidacy and not to mention your failure to report to work especially the last year or so of your failed leadership as Chief of Police. Your pathetic! We don’t want you and your disgusting attitude in our “County Government”

Donini talks about knowing the political process, then he should know his fund raiser raffle he had in May where he sold tickets for $100 each for a 7 day boat cruise and a weekend trip to Las Vegas is illegal under Ohio law. Only churches, or fraternal organizations, schools, with licenses can do raffles to raise money. He made close to $30,000, its all in his campaign forms at the board of elections. Although when his committee wrote down the $100 donations on the contribution forms, there is nothing on the forms to show the raffle of tickets for the trips, because it is illegal to do what he did to raise money. His "top ten percent" of employees were pushing and selling the raffle tickets. I wonder when he has to file his campign forms again in October, will he list who won the trips and money?

It is sad because this IS happening at the Scioto County Sheriffs office. I have seen and been told it first hand. You cannot imagine how mad he gets if we even mention Horner's name. This is low down dirty moves by the Donini camp. They are scared that he (Donini) will be out of a job. The people want a change. He has had too much power for too long and it has gone to his head. Do you notice how many arrest are being made the closer it gets to election time? Before this, it was very rare for the Sheriff to enforce any laws. Other counties around us think very little of our current Sheriff. The only time he is out from behind his desk is when the cameras are rolling.

On the other hand, Horner has made leaps and bounds with shutting pill mills and making Portsmouth a better place to live. What has Donini done? Until there was pressure from the State agencies Donini did nothing and will continue to do nothing.

If you want the entire county cleaned up, elect an individual who is honest and dedicated to seeing it through. One that works hand in hand with the community. Any person with half a brain would vote Horner in and see how to properly clean up a community.

If you want the same as before, crime in and crime out, keep Donini. He's only keeping the seat warm until someone will do his job for him.

Charles Horner your negative attitude about "everything" in life only reflects the type of leadership you have provided to the City of Portsmouth and the type of leadership you would like to provide to Scioto County. Negative people like you simply want to breed your negative attitude and destroy our community. Negative people are "unhappy" people and would like everyone else to experience your miserable way of life. Effective leaders are those individuals who are well respected by those they lead. You are not and never have been a good leader! Sheriff Donini is well respected and has been endorsed by the Portsmouth Police Department FOP Lodge #33 and the Scioto County Sheriff's Office FOP Lodge #187. The residents and voters of Scioto County do not want your negative leadership back in our community and more especially they along with the law enforcement community do not want you back in law enforcement! Just go away!

To me, the most interesting thing about some of the long negative comments and accusations about Charles Horner is the anonymous identification of the authors. I understand that some would like to ruin a person's reputation for personal reasons because these people benefit from spreading this kind of rhetoric. It's very spiteful to "cut" a person in the newspaper and reduce his 28 years of public service to namecalling, unwarrented accusations, and spiteful ad hominem. I am supporting Horner, but I would never neglect to thank Sheriff Donini for his terms as sheriff. Some would say, "But,this is politics." I say this venom against Horner comes from personal revenge or, perhaps, from the desire to smear him and ignite rumors. This is politics to me: "Let the best person win." I'm pretty certain those who used these ugly statements prefer to hide under cover and snipe others from that position. I bet the venomous might look familiar if they chose transparency. What do informed readers think? Well, here is my name -- Frank Thompson. I feel no reason to hide.
