Portsmouth Police and Fire dispatchers will not receive a pay increase for the next two years, but will have a wage re-opener for contract year 2014.
Portsmouth Mayor David Malone said the city has reached an agreement for the three-year contract renewal with the Police and Fire dispatchers. Meanwhile, Portsmouth City Council voted to suspend the rule requiring three readings, and unanimously voted (5-0) to pass the collective bargaining agreement.
One of the issues dealt with in the contract was the monthly employee contribution to the insurance. The amount that the employee will now pay, out of pocket, has increased from $50 a month to $200 a month for the family plan, and from $25 to $80 a month for the single plan. Currently four dispatchers have family plans, one has the single plan and one employee waives coverage. Malone said with the current staff of dispatchers, the increased revenue into the insurance fund will be $7,860 per year. He said the contract reflects an annual expenditure reduction to city funds of $3,780.
“It is, overall, a savings to the city in the small amount of a little over $3,000 a year, but then there are very few dispatchers,” Malone said.
The contract also calls for an increase in the monthly maximum stand-by pay from $440 a month to $780 a month. Malone said the change reflects an increased expense in the budget in the amount of $4,080 per year. The monthly stand-by pay is divided between the employees who are required to be on stand-by to work if necessary. There are generally two employees who split that payment each month.
