Troopers Arrest Repeat OVI Offenders

In the last quarter of 2008 troopers from the Portsmouth Post of the Ohio

State Highway Patrol were involved in several arrests of motorists with multiple OVI (Operating a Vehicle while under the Influence) arrests on their records.

According to Hot Sheet News, a monthly newsletter reporting Ohio's habitual OVI offenders published by the Ohio Department of Public Safety, six people with at least six previous OVI arrests were taken into custody.

Trooper Steven Crabtree arrested Paul J. Loop, 39, for his sixth OVI offense on Aug. 18, 2008.

Sergeant John Howard arrested Gary L. Osborne, 62, for his sixth OVI offense

on Aug. 16; Randy M. Cooper, 51, for his sixth OVI offense on Sept. 10, and Charles A. Morris, 52, for his seventh OVI offense on Sept. 27.

Trooper Allen Clark arrested Phillip Wolfgang Von Potter, 47, for his sixth OVI offense on Sept. 8.

Trooper Nicholas Lewis arrested James Willoughby, 44, for his sixth OVI offense on Aug. 8.

At the Jackson Post Trooper Marlin Folden arrested Steve L. Birchfield, 53, for his eighth OVI offense on Aug. 1.

Hot Sheet reports 19,851 arrests of habitual offenders (five or more arrests).

According to ODPS the information contained in the Hot Sheet comes from law enforcement agencies. The Bureau of Motor Vehicles does not submit information due to the Driver Privacy Protection Act.

The report does include local police and sheriff agencies.
