In a story published in the July 18, 2012, edition of the Portsmouth Daily Times, the following quote appeared:

“Right now, as I understand it, there are no charges filed,” Faulkner said. “My conversation with the County Prosecutor is that the matter was being looked into by the Sheriff’s Department. (Detective) Jodi Conkel and (Captain) Dave Hall both gave preliminary indications that they thought it was a justifiable shoot.”

The Portsmouth Daily Times received this response by email from Scioto County Sheriff Capt. David S. Hall.

“The Sheriff’s Office has not spoken to attorney Rick Faulkner about this case nor have we indicated that this case was a justifiable shoot. All evidence in this case will be presented to the Scioto County Grand Jury with the facts.”

The Portsmouth Daily Times strives for accuracy, and appreciates any clarifications that make a story more accurate.

A comment from a friend of mine who was there that night..."The detectives who were there were treating the Stakers as if they were all friends...". Detectives, you were observed dishing out favoritism. Improper handling of a crime scene. Detectives that know either side should bow OUT.

I would like to add one last thing, when Prosecutors or Judges come into cases where they personally know or have personal prior dealings with them, the Prosecutor and Judge will step down and either have a out of county Prosectuor or Judge hear or prosecute the case. The shooter in this case, has a brother who was a Sheriff Deputy but is not any more, but I bet all of the Detectives know that family and are friends with them. The scene should have been secured once they realized who was involved and called in Ohio BCI Agents.

BIGREY,

You are in Scioto County, are you a newcomer here, even the Welcome Wagon introduction would educate you on all you talk about. Or are you delusional like many in the county, keep talking the way it is in the United States of America, and we leave that behind when we come into the county over the county line, dah............

Faulkner is building a case don't you read your Weekly Reader and know about the Zimmerman Martin case and others.....hello............The national drought could be affecting your brain.

I do not see what the detective is so concern about the article for. As I read it, Attorney Faulkner is repeating what the County Prosecutor had told him about the case to that point in time and not what the detectives have said to him, so I guess if you can not comprehend the meaning you might have misunderstood the article. Guess the detective is concern that his preliminary opinion to the Prosecutor was told by the Prosecutor to a Attorney who is respresenting the two men.

I would like to ask Det. Hall if Steven would have shot and killed the other man, would you have arrested Steven, and I bet the answer would be yes. Look up the Ohio Law for Voluntary Manslaughter and I believe that is what happened that night. If any of those Detectives from that night ever had any personal dealings with those two men, like being friends, family members being prior or currently employed by the Sheriff, or whatever, then the scene should have been secured and Officers, like BCI Agents should have been called in to investigate this situation.
