A Scioto County man reportedly using stolen credit cards faces a list of charges after being arrested early Sunday. Gerald Sparks II, 29, of Lucasville is charged with possession of stolen property, telecommunication fraud, forgery and misusing credit cards, all felonies, as well as possession of drug paraphernalia.

According to Capt. Steve Goins of the New Boston Police Department, officers Sam Craft and Josh Carver responded to Walmart about 2:53 a.m. Sunday on a report of a male subject possibly using stolen credit cards. On arrival at the scene, the suspect vehicle was driving from the parking lot and officers stopped the vehicle. Goins said the driver, Karen Shepherd, 57, of Portsmouth was driving under a license suspension. Sparks was a passenger in that vehicle. Officers obtained consent to search the vehicle and Goins said they found drug paraphernalia such as a metal crack pipe and needle and syringes.

Also found in the vehicle, police said, were stolen credit cards Sparks had reportedly used at Walmart. Officers also recovered property stolen from a vehicle parked in the 800 block of Fourth Street and another parked in the 800 block of Sixth Street in Portsmouth on Saturday. In those entries victims’ purses and other items were stolen.

Shepherd was arrested and charged with driving under a license suspension and possession of drug paraphernalia. Goins said Shepherd might also face additional criminal charges when the case goes to a Scioto County grand jury.

Both suspects were transported to the NBPD and processed before being taken to the Scioto County Jail.

Goins said on Feb. 17 the NBPD had arrested Sparks and Tiffany Mathes for receiving stolen property involving stolen credit cards and telecommunication fraud from a break-in at a car parked in New Boston. During that arrest other stolen credit cards and property were recovered that had been stolen from car break-ins in the city of Portsmouth.

Goins said Sparks is apparently out on bond pending his indictment for those charges.

The article says its the second time within the last month the man has been arrested for stolen credit cards and bonded out.

What does it take for the Judges to keep these losers in jail away from the law abiding public ?

He will be out again real soon doing it for a third time, I am sure the woman will be tagging right along with him!

They keep doing this stuff because they know they wont stay in jail long and can be out at it again real soon.

Hey Judges listen up. Put these people in jail for 10 years and keep them away from the rest of us.
