Convicted sex offender Kailen M. Madden was arrested Monday, with the cooperation by the Adams County Sheriff’s Office, Scioto County Sheriff Marty V. Donini said.
Donini said Madden 20, of 3315 Chapperail Road, West Union, was arrested without incident in Adams County, and transported to the Scioto County Corrections Center. Madden was charged with failure to verify, a third-degree felony, and parole violation. Bond was set at $750 in Portsmouth Municipal Court on Monday, and his next court date was set for Thursday, Feb. 23. Madden will face further charges when his case is presented to a Scioto County grand jury.
Madden was released from prison in December 2010 after spending a year behind bars. He was convicted of unlawful sexual conduct with a minor and is listed as a Tier II sex offender. Madden reported in on July 1, 2011, and was supposed to report six months later in December, and Donini said he failed to show up.
Donini said when a sex offender fails to check in at the Scioto County Sheriff’s Office, they are typically sent a letter giving them seven days to report. If they fail to appear then, a warrant is issued for their arrest, and they will most likely go back to prison.
“Sheriff (Marty V.) Donini has a zero-tolerance for sex offenders who miss appointments,” Scioto County Sheriff’s Capt. David Hall said.
