Portsmouth Police Chief Charles Horner who earlier announced he would retire at the end of November, now says he will stay on until February.

“I’m going to run (for Scioto County Sheriff) on the independent ticket,” Horner said. “And the deadline for filing the petitions for an independent candidate is March 6, a day before the March primary.”

Horner said his effective retirement day will most likely be Feb. 28.

“I found out within the last week that the filing deadline for independent candidates, which is what I was leaning toward, is March 6,” Horner said. “The filing deadline is not the same as the two major parties. When it comes to democrats, the filing deadline is Dec. 7.”

Horner announced his candidacy Oct. 28, a day after current Sheriff Marty V. Donini announced he was retiring, then returning as interim sheriff.

Horner has been with the Portsmouth Police Department for 29 years. In addition to Donini and Horner, New Boston Police Capt. Steve Goins has also announced his candidate for sheriff. Donini is a republican and Goins a democrat.
