"In the grant application, it originally told us they needed a letter from the city of Portsmouth and a letter from the village of New Boston. From Portsmouth stating they had the capacity to handle the water, and from New Boston stating we had the sewer line capacity to accept sewage. We sent that to them, along with other utilities
