Child found wandering streets on bike

A Portsmouth couple has been arrested after their small child was found wandering around the streets on her bicycle.

Jeremy E. Sheppard, 24, of 415 New Globe Road, South Webster, is charged with violation of a protective order or consent agreement, and endangering children.

His wife, Chrissy A. Sheppard, 25, of 1647 11th St., Portsmouth, faces a charge of endangering children.

Officers were called Thursday to the 11th and Lincoln streets area of Portsmouth, where a four-year-old girl without supervision was riding her bicycle.

Officer Robert Nichols walked with the child down the 1600 and 1700 blocks of 11th Street, looking for her home, and she couldn't find it.

The child was transported to Central Fire Station. Two employees from Scioto County Children Services responded, plus probation officers from both Ports-mouth Municipal Court and Scioto County Common Pleas Court, because it was determined both parents are on probation.

Jeremy Sheppard was found to be on probation through both Portsmouth Municipal Court and Scioto County Common Pleas Court.

Chrissy Sheppard, on probation through Ports-mouth Municipal Court, tested clean through a urine test administered by Ports-mouth Police, with Officer Tiffany Underwood witnessing the test.

It also was discovered a temporary restraining order against Jeremy Sheppard is active with Chrissy Sheppard as the protected party.

Chrissy Sheppard said the child woke her up earlier, but she went back to bed, and that she woke up later to discover the little girl was gone. She told officers she looked for the child for 20 minutes before calling police.

When the two responded to the Central Fire Station they were placed under arrest, transported to the police department for processing, then transported to Scioto County Jail.

Jeremy Sheppard appeared in Portsmouth Municipal Court and remains in jail under a Scioto County Common Pleas Court probation violation, with no bond.

Chrissy Sheppard had bond set at $1,000 on the charge of endangering children, and also is being held with no bond on a Municipal Court probation holder.
