According to STAR Justice Center's governing board, the selection process began after the retirement announcement of Dan Hieronimus, who served as STAR's first executive director from September 1998 to June 2008.
Philabaun is a graduate of Wilmington College, where he received his undergraduate degree in both criminal justice and psychology, completing his master's degree in criminal justice from University of Cincinnati in April 2006.
Philabaun has work experience with the Lawrence County Prosecutor's Office and Hillcrest Training Academy in Cincinnati, before being hired as a case manager at STAR in August 2001.
Philabaun progressed through the system, being promoted to Case Manager II in 2002, followed by promotions to program manager, operations manager and recently to assistant deputy director before his selection as executive director of the facility.
STAR Community Justice Center is funded as a 76-bed minimum-security, community-based correctional facility, serving males and females from nine counties in southern Ohio.
STAR Community Justice Center is a facility that accepts court-referred non-violent felony offenders, and utilizes Therapeutic Community, which is a cognitive-based treatment program used to address addictions and modify behavior in a structured environment.
