Fugitive arrested in Kentucky|Carver wanted for failure to register as sex offender

A West Portsmouth man wanted on multiple charges - including failure to register as a sexual offender, and who eluded authorities for five weeks, now is in custody.

Jeffrey Carver, 32, whose last known address was 530 Second St., Portsmouth, was picked up in Grayson, Ky., at about 11:30 p.m. Thursday.

Scioto County Sheriff Marty V. Donini said Carver was being pursued for failure to register as a sexual offender and faces sexual offender charges, with numerous charges forthcoming from cases from the West Portsmouth area.

Scioto County Sheriff's Capt. John Murphy said Carver pleaded guilty to attempted felonious sexual penetration in 1995, and served eight years, one month and 25 days.

"He didn't register the first of the year like he was supposed to," Murphy said. "His last paperwork was May or June, and he should have registered again, but where he had jumped around and moved without notifying us, he probably never received his paperwork. So, it's going to be failure to notify of address change and verify address."

In addition, Carver was wanted on burglary charges, breaking and entering charges, felony probation violation charges and escape charges.

"We had a warrant to serve on him for burglary, and we went looking for him," said Scioto County Sheriff's Capt. David Hall. "He changed his name and went over to Kentucky."

Hall said Scioto County Sheriff's investigators were with Kentucky authorities when Carver was arrested.

Donini said detectives received information Carver had changed his identity and was living and working in the Grayson, Ky., area.

Based on that information and cellular phone records, Donini said detectives were able to trace Carver to a convenience store in Grayson.

"I really think a lot of credit goes to the convenience store," Hall said. "They were very helpful in this case."

Donini said detectives from the sheriff's office made contact with detectives and officers from the Russell (Ky.) Police Department, the Grayson Police Department and FADE (Fiveco Area Drug Enforcement) task force.

The joint team executed the arrest in Grayson Thursday evening, and Donini said Carver was taken into custody without incident.

Hall said Carver was transported to the Carter County Jail pending extradition back to Ohio.
