Adam J. Woods, 21, of 1028 Spencer St., is charged with trafficking in drugs included in schedule I or II and possession of drugs schedule I or II substance.
According to Portsmouth Police, Woods was in a house where another man was being arrested on drug charges and Woods was holding a 3-month-old baby at the time.
Woods was searched and found to have a small metal container in his pocket that had five 10 milligram Percocet tablets, a schedule II drug.
According to the report, Woods did not have a prescription for the Percocets.
The arrests began when Portsmouth Police executed a search warrant at 1921 B Thomas Ave., on Saturday.
Officers had received complaints that Steven M. Meadows, 25, of 306 City View Ave., West Portsmouth, had moved into the apartment and had been selling oxycodone.
Drug Agent Todd Bryant said in his report the apartment is leased to Meadows' sister, Stephanie Wise, but that she had moved out.
Officers said they had made two recent purchases of oxycodone from Meadows at that apartment, and upon the execution of the warrant, found Meadows lying on a couch in the living room. On the table beside him was a prescription bottle for 5 milligram oxycodone tablets issued to Meadows in August.
The bottle contained five whole and 4 half tablets of 80 milligram OxyContin. Also on the table, according to the report, was a small metal container that had seven 30 milligram oxycodone tablets.
Bryant said Meadows told him he did not have a prescription for the 30 milligram or the 80 milligram oxycodone tablets.
Meadows is charged with trafficking in drugs included in schedule I or II, and possession of drugs schedule I or II.
Both were taken to Scioto County Jail, and the mother of the baby responded and took the baby.
