Charles Hinson Jr., 37, of 680 Birch Hollow, was arrested Friday on a charge of aggravated trafficking in a schedule II controlled substance.
Officers with the Scioto County Drug Task Force served a search warrant at Hinson's residence and seized several items for use as evidence.
According to a report from the Ohio State Highway Patrol, agents seized an Ohio Direction Card, $2,784 in cash and drug paraphernalia.
Hinson also was arrested on Aug. 3, during a traffic stop by the OSHP.
During that stop, the Waverly Police Department's Canine Unit alerted to the vehicle, and officers seized 70 oxycodone 80-milligram pills.
A search of Hinson's residence then located Joshua J. Hardin, 36, of Portsmouth, who was, troopers said, in possession of oxycodone.
A further search of the residence resulted in the confiscation of a stolen 2004 50cc motorcycle.
Hinson faces charges of aggravated trafficking, aggravated possession of narcotics and receiving stolen property from the Aug. 3 arrest.
Officers said Jennifer Bennett, 27, of the same address, was arrested Friday and charged with illegal trafficking in food stamps.
Both Hinson and Bennett were incarcerated in Scioto County Jail and will be arraigned Monday morning in Portsmouth Municipal Court.
