Two arrested for drugs, theft|Drugs found after shoplifting call

Portsmouth Police were called to J.J.'s Chevron on Ohio 140, shortly after 9 p.m. Sunday, where an employee reported that he had spotted two people putting items from the store in a large bag.

An officer of the Portsmouth Police Department, Chris Kelley, said that Phyllis Niner, 31, of 1250 Bihl Lane, Wheelersburg, gave him a necklace which had been taken from the store.

Kelley said that after checking Niner's purse he found two Morphine tablets, two Diazepam tablets, nine Xanax pills, one Hydrocone pill, two straws with crushed pill residue and two books of rolling papers.

Police arrested Niner along with Chad M. Wines, 27, of 115 Bethany St., Wheelersburg. Niner is charged with possession of drugs - Morphine, possession of drugs - Diazepam, possession of drugs - Xanax, possession of drugs - Loricet, theft, open container containing liquor, and drug paraphernalia.

Wines is charged with theft and open container containing liquor.

The Scioto County Sheriff's Office reports that Niner signed her own bond after an appearance Monday morning in Municipal Court and Wines signed his own bond Sunday night.
