Harry Kyle said he was relieved that Portsmouth City Council decided not to declare eminent domain on four property owners near Shawnee State University.

But he said he doesn't think the issue is settled, even with the 5-0 vote. Councilman Tim Loper was absent.

”Do I expect them (Council members) to come back at us if they get re-elected?“ Kyle said. ”Yes I do. Do I expect Shawnee State and Neal Hatcher to come at us in a different direction? Yes I do.
