Two members of the Portsmouth Police Department will take the Chief of Police test today. Interim Chief Robert Ware, and the city’s newest captain, Lynn Brewer will each take the test for the right to replace retired Portsmouth Police Chief Charles Horner.
The exam will be at the Central Fire Station on Gallia Street in Portsmouth beginning at 8:30 a.m. Civil Service Commission Interim Secretary Jo Ann Aeh reported the Chief exam will be administered and graded by Daniel T. Clancy & Associates, Inc.
Since Horner’s retirement, which followed the resignation of Captain David Thoroughman, Ware has stepped into the role of Chief of Police. Horner ran unsuccessfully for Scioto County Sheriff, and Thoroughman became Director of Security at Shawnee State University, where he was tapped to form a police department. Ware hit the ground running when he was named interim chief, and immediately set about to organize the department back into their facilities in the basement of the city building, and attempting to make morale a top priority.
Brewer became the newest captain on the Portsmouth Police Department when in August it was announced by the Civil Service Commission that he was the only member of the department to pass the captain’s exam. Brewer joined Ware as the only captains on the force.
“It is a long term goal of mine to reach the administration of the Police Department, and I figured after 20 years service I had more to offer in teaching the new patrolmen and helping them to learn the ropes of protecting the city and doing their jobs,” Brewer said. “And I just believed it was time to move up.”
Aeh said police promotional exams are scheduled for Jan. 23, 2013, at Notre Dame Activity Center and will also be given and graded by the firm of Daniel T. Clancy & Associates, Inc.
