Portsmouth trooper shoots man in confrontation

An Ohio State Highway Patrol Trooper from the Portsmouth Post shot a man who fled from a traffic stop Friday night. Chaz Taylor, 26, of Portsmouth, was shot during a confrontation with a trooper in the 1500 block of Chillicothe Street around 8:30 p.m.

“The trooper stopped a vehicle for a traffic violation,” Lieutenant Ann Ralston, Public Information Officer for the Ohio State Highway Patrol Headquarters in Columbus, said. “During the stop the front street passenger ended up fleeing the vehicle on foot. The trooper followed the suspect, and there was a subsequent confrontation between him and the trooper. During that confrontation the trooper discharged his firearm and struck the suspect.”

Taylor was transported to Cabell Huntington Hospital in Huntington, West Virginia, where he was treated and later released after suffering non-life-threatening injuries. Ralston said the trooper, whose name is being withheld, was not injured in the incident.

Ralston said there was an outstanding warrant out for Taylor from the Huntington Police Department. After he was released from the hospital, he was placed in the Cabell County Jail.

“Our investigators, our crime scene lab, responded to the scene to be able to process the scene. They all responded last (Friday) night, gathered evidence, interviewed witnesses,” Ralston said. “We will also be conducting a complete and thorough investigation in order to determine some of the finer details at to what occurred.”

Ralston said the OSHP will be working closely with the Scioto County Prosecutor’s Office regarding any possible charges.

I hope they share more information about the "confrontation". WSAZ reported no congrontation, just a man being shot while running away. If this is the case, the officer should be charged with felonious assault involving a firearm at minimum and potentially attempted murder.
