“I found out yesterday (Tuesday) from speaking with a representative from ODOT (Ohio Department of Transportation) that the entire project, scheduled to be done in November, obviously is not going to be,” Portsmouth City Service Department Director Chris Murphy said. “ODOT has now got their contractors focused on completion of the (Ohio) 140 bridge and the Little Scioto Bridge. They will be completed this year, before winter. However the Sciotoville overhead will not.”
Murphy said the overhead will remain in one lane for both east- and west-bound traffic through the winter period.
“We have some concerns as far as the city goes as far as getting things salted and the roads taken care of, but I think we will be able to manage it after taking a look and speaking with ODOT, and it should be OK,” Murphy said. “According to ODOT, the microsurface that will be applied to the lanes, has a 30-day cure period. So if they apply it when it is complete in December, that would mean that we wouldn’t be able to do anything with it as far as applying any salt or anything until January. We cannot go without possibly having to salt the overhead. ODOT has decided they will focus on the other two bridges, and we will just come back to that one in the springtime.”
A spokeswoman for ODOT confirmed the new time frame.
“They got just a little bit behind on some things, and there is still work to be done before they can do the overlay,” ODOT District 9 Public Information Officer Kathleen Fuller told the Portsmouth Daily Times. “They will keep that one down to one lane in each direction. The smaller structures on the east side of the job, they should have all of those finished up next week, or by the end of the month if the weather holds out. They’re going to do the overlay in the next week, then that end of the project will be opened up to traffic.”
The $2.54 million bridge project began in June with a projected completion date of some time this month.
According to ODOT District 9 Deputy Director James Brushart, crews from the Velotta Company have been rehabilitating a series of eight structures situated on U.S. 52 in New Boston and Portsmouth as a part of that project.

I drive this route all the a lot and several times I thought..."hmmm, it's hard to get any work done if you're not there..." I know at least twice I told my wife this wouldn't be done before winter...what a shock to see this report come out...
