The Portsmouth/Scioto County League of Women Voters held their annual meet the candidates night on Monday at the Scioto County Welcome Center, with the majority of local candidates in attendance.

Among the candidates in attendance were the candidates for Scioto County Sheriff. The sheriff candidates were asked the most questions of the night.

Among the questions was, explain the experience you have that would allow you to justify your ability to manage and operate the Scioto County Sheriffs Office.

“This is the political process, I have no problem with it. I’ve been in the criminal justice system for 34 years, we need politics in the sheriff’s office. It has to happen, things are better that way. The sheriff does not have a security blanket where he is constantly going to stay in office, like a civil service position,” said Marty Donini, the incumbent Republican Scioto County Sheriff. “I’ve been the sheriff of Scioto County for the last 16 years, I’ve worked with this office, I’ve worked with a budget. I’ve led 73 people at one time, I was leading 83 people. We have a general budget of $3.5 million, we have an additional budget of $2 million that comes out of the rotary account and other accounts. None of the other candidates have the experience I have. I grew up in the sheriff’s office. I started in 1978 when I was 20-years-old. The other two gentlemen do not have a clue what it takes to run the sheriffs office.”

Next to respond to the question was Steve Goins, Donini’s Democratic opponent.

“If I were to be elected sheriff, I would have more supervisory experience within a department than what our current sheriff had when he was first elected,” Goins said. “If elected I will take the job very seriously, as it should be. In my time as a captain over the last 10 years, I’ve been involved in budgeting, financing, working with 911 communications, implementing vehicle maintenance programs and training programs for the officers.”

Goins is currently a captain with the New Boston Police Department.

“The sheriff’s department and the police department are the same. We are here to protect and serve our community. There is one thing I’ve been hearing since I announced my candidacy. ‘Mr. Goins, my home has been broken into and I was told someone would come and investigate my crime. It’s been days and weeks after that and no one has showed up.’ That’s likely the most disrespectful thing a law enforcement officer can do to a crime victim. Mr. Donini might have more supervisory experience than me, but I know how to treat people, I know how to treat crime victims and I will be there for them.”

Next to respond to the question was Charles Horner, candidate for Scioto County Sheriff, running as an independent.

“A leader is someone that gets out from behind a desk and gets out in the community, talks to people, works with people and makes a difference. I’ve done that,” Horner said. “I’ve managed a 44-person department with a $3.5 million budget. I balanced budgets every year. To say I don’t have experience, is wrong. To say I am not a leader is wrong. At speaking engagements throughout this community and others, I’ve talked about the drug epidemic and how we can change our community, how people in other communities need to stand up and make a difference to bring attention to an issue that’s devouring the community. I did that. I did not sit behind the desk. I confront the tough issues, I confront the problems in our community. I make a difference in our community. I’ve done it, I’ve talked it, I’ve walked it and I’ve made a difference for 28 years and I want to continue to make a difference in our community.”

Horner is the former chief of police for the City of Portsmouth who retired this year.

A question was asked of the Domestic Relations Judge candidates, what, if anything, would you change in a custody or a divorce case to speed up the process?

Incumbent Domestic Relations Judge Jay Willis was the first to respond.

“Our docket runs pretty efficiently and smoothly. I am happy and proud of our docket. We are accountable to and report to the Ohio Supreme Court of Ohio every month, if our cases are behind what they call time guidelines. We do have some cases that are behind time guidelines, but most of those are not child custody cases,” Willis said. “Sometimes custody cases will take a while to hear because you have lots and lots of witnesses coming in. I don’t think you can cut down the amount of hearing time, you have to let people have their day in court.”

Next to respond was J.B Marshall, a candidate for Domestic Relations Judge.

“When you get a case in front of you that involves children and you put it off to a next hearing in three to four months, that’s too long. You need to attack the issue, get the parties and attorneys into the court and tell them, ‘we need to move forward,’” Marshall said. “If you can keep people talking, a lot of times they can resolve the situations themselves.”

Next to respond was Jerry Buckler, also a candidate for Domestic Relations Judge.

“With all due respect to Judge Willis, there are things that need to be changed in that court. When I have a plaintiff, or I have a defendant, I can assure they don’t care about Supreme Court time. They care about the time they are away from their child,” Buckler said. “One of the changes I would make is that for far too long this court has been allowing the magistrate to handle all of the hard cases. The judge has handled the easier cases. I would give Judge Willis his due, when he was the magistrate, he was worked to death. But, don’t the voters of our county deserve a person they elected to be the judge making decisions about the custody of their children. That’s a change I would make.”

Among the other candidates in attendance were, Gail Alley and Bill Warnock, candidates for Scioto County Recorder. Marie Hoover, candidate for Fourth District Court of Appeals.

Scioto County Commissioners candidates Tom Reiser, Mike Crabtree and Donnie Rachford. Dr. Terry Johnson and John Haas, candidates for the 90th district of the Ohio House of Representatives and Scott Rupert, independent candidate for U.S. Senate.

“In my memory, in all of the years I’ve been doing this and even in the memory of more senior members than I am, we have the largest number of candidates ever attending a meet the candidates night,”said Marilee Stephenson, co-president of Portsmouth/Scioto County League of Women Voters.

The other two candidates are not being bashed. There are facts concerning both candidates running against Donini. Facts are not bashing. As far as Horner, You can read the previous Daily Times artifacts. He has been named in multiple lawsuits regarding corrupt activity, i.e., Lee Scott, etc. Lawsuits that were won and or still pending because of Horner's wrong doing. His own men issued a vote of no confidence in his ability to be chief of police and lead his department. He was fired by the Mayor Kalb. All of the allegations made against him were facts. The only reason he retured to his job is only because the Mayor did not provide the correct discipline required by the Civil Service prior to firing him. He was not endorced by his own Lodge. He was not endorsed by any political party. He was gonna retire earlier as require by Civil Service, however, no party would pick him up, therefore, he had to run as an independent. He is a revengeful man he has tired to fire and remove good police officers from their positions because they would not carry out his "dirty work." He failed to show up for work practically every day. Daily Times Headline read Chief of Police is AWOL. Notice he never answered the question when asked at the meet the candidate about his sick time. Horner left his police department in the worst state ever when he retired. He even turned the Solace group into a polictical division when in truth all he wanted was the camera time. Solace even went to a city counsil meeting for Charles Horner to get a new police department. I think when they did that, they changed what they stood for and many people who need a group like that will not have anything to do with them now. After Hillibilly Herion came to town, he called many news stations to get his face on television and look stupid, i.e., in front of the drug clinic asking the driver if he could recite the ABC then stated he was messed up and then let the guy go. Really good police officer there. He was even on television when they busted Margie Temponeras. Why was that? Is Wheelersburg part of his juridiction? No. But there was a camera there. Ask how many committees were taking volunteers to spear up a task force and when he volunteered they quickly shot him down. No local agency nor outside agencies wanted to work with Horner. Ask your local DEA and FBI. He claims he single handedly closed the pain clinics. He had his own son arrest for drugs. Claimed a local business was a drug hub until he found out Dr. Terry Johnson was related. I could go on and on about Charles Horner. I am amazed by the people so buffaloed by his lies. Facts are facts. All you have to do is know how to read to read them. They are in black and white. All you have to do is ask one of his fellow employees. If he gets elected, Lord help Scioto County cause that would be the worst thing possible. Goins is a captain of a very small department. I was in Fashion Bug when a person shoplifted. The call the police of which once again they were all tied up. They said no matter when you call the New Boston police you can never get them to come. Their store had been hit several times. Go ask the local business about how hard it is to get a poilce officer to come in New Boston. He is in charge of a very small organization. It cannot be compared to the massive jurisdiction of Scioto County. Trust me it is a lot harder to manage many employees as opposed to a few. You know the only thing I ever hear negative about Donini is with the Staker case. The law is the law. As much as it saddens all of us, things like that happen when you come out of your home pointing a gun. It was a terrible situation for all. Donini was not the one who did not prosecute that case. All of the evidence went before the grand jury made of up citizens of Scioto County. They heard hours and hours of evidence. They are the ones after listening to all of the evidence from all sides ruled there was not enough evidence to indite Staker. Again, it is disheartening what happened, but the law is the law. When guns are involved from both parties things like that can happen. So no the other candidates are not being bashed by thugs or mugs. They are being bashed by the truth. Maybe you should find out your facts before you sound off.

To NeonLights, get real, Donini has ran unopposed the last two elections so no wonder he got in, and now he has two other candidates running against him and those two are being bashed by his thugs of mugs. Rest assured, if Donini would have had any one running against him in either of the last two elections he would be riding on the back of a trash truck right now. And the same goes for you, we are getting tired of your comments.

i really dont know anything about those other two that are running for sheriff, but i do know who was sheriff when a man at his on home was murdered in cold blood.as his wife and children where inside his home and the guilty coward that done it wasnt even arrested....

You guys must be the top ten percent of Donini's employee who will more than likely be shown the exist door of the Sheriff Department if either of the two candidates were to win. Seems like the only people who puts down the other candidates are Donini's crew.

Very doubtful about Donini's crew, they have class unlike the others who do go around bashing them! And are you thinking someone else can get in there and do it better TommyB55??? If he wasnt' doing something right, he wouldn't be in there as long as he has been. I think these other folks on here are just stating the facts, the truth, that you obviously don't know what it is due to your numerous postings one after the other, don't you have better things to do them constantly make useless posts on everything? I'm getting tired of seeing your name at the end of every article on here.

I also went to the Welcome Center to hear the men in the Sheriff’s race speak. I agree with “onlineviewer” I can remember back before Donini was elected and the Sheriff’s office was in pretty bad shape. Man power was down, the then Sheriff wrecked a county owned car and as I recall may have been drinking at the time. I was told he spent little time at the office as well. Several supervisors came and went along with detectives, it was not a well-run office at all. Over the past 16 years I have seen the improvements made in the office along with the new jail and additional income. I have heard and seen too much negative about Charles Horner to even consider voting for him. His employees did not support him nor did they endorse him, The City of Portsmouth fired him from his chiefs job. Why in the world would anyone vote to put him in office after the city of Portsmouth finally got rid of him? And when Goins spoke he talked of a vehicle maintenance program he manages, yea right, 3 or 4 cars. I think the Sheriff’s office has over 50 cars, he says he has experience working with the 911 communication center at his station, again one phone and one employee answering it. I’m sure it would be easy to reach out to each and every victim of crime if you are working in a Mayberry setting like New Boston with a couple reports a day and most time spent just writing speeding tickets. I saw somewhere in print the the Sheriff’s Office averages over 20,000 calls for service a year and takes around 4200 reports. Mr. Goins seemed like a nice enough guy but he seemed like he was trying to make people think that he has more experience than he really does. I guess I look at it as “If it is not broke, Don’t fix it.” It would be a roll of the dice to elect either Goins or Horner with their past and the odds are against the people of Scioto County. Why take that chance, My family and myself will be supporting the current Sheriff’s Office and Sheriff Donini on November 6th for his proven leadership!!

Mr. Horner, the only $ 3.5 million dollar budget YOU was involved with was the one that YOU used to run the Portsmouth Police Dept. in the ground. YOU do like to get out and talk the talk and walk the walk, but the "vote of no confidence" YOU received should show YOU how far that will get YOU. YOU claim YOU were the one that got the pill mills shut down, but what about the guys that actually did the work? It doesn’t matter right? It appears to be quite obvious Mr. Goins, you have NO public speaking skills. Using words like "SUPERVISORY"? What exactly is the definition of that word? I would be EMBARASSED to have you represent our County. It's a good thing, the little Village of New Boston doesn't make the news quite often. Because that interview, would be nothing more than mess of made up words.

You should check your dictionary. Supervisory is an adjective and means, "Of, pertaining to, or having supervision."

I think you are nitpicking and grasping at straws. Sounds like you are afraid that you will be out of a job in January.

I do believe what this person was referring to was the way Mr Goins actually said this word at the meeting that night, which it was rather embarrassing for this "educated" man to be saying it the way he did. All 3 of the candidates done well, but only one really stood out to me and my family.

You know I actually learned a relevant fact the other night! When the Sheriff’s candidates were asked about the one most important thing they’ve done concerning the drug issue in our county each candidate noted “their” one thing. I can’t really remember what Goins answer was other than him ranting and raving about Donini’s answer. Horner simply noted that he received some Governors award for his efforts but failed to mention the fact that this was the same Governor who attempted to take away collective bargaining rights for public employees and caused such an uproar in Ohio. Donini brought up a unique and different response. He mentioned something about his one thing was the excellent cooperation his office had with other local, state and federal agencies. Donini actually expressed a method of being able to “accurately” evaluate “cooperation” when it comes to working with Federal agencies and stated that in order to receive revenues from cases where a law enforcement agency jointly investigates cases (such as the pill mills) with other Federal law enforcement agencies such as the DEA or the FBI, the agency must create an account within their own office budget which is usually referred to as the “Federal Assets, Forfeiture and Seizure” account so the assets seized can be deposited into the a local account and be used here in Scioto County. According to the information provided, the Portsmouth Police Department and the New Boston Police Department doesn’t even have the account and therefore has $0 funding. On the other hand, the Scioto County Sheriff’s Office has the account and has approximately $498,000.00. I guess the amount of money does truly indicate how much cooperation each agency really has with Federal Agencies and their actual involvement in the criminal investigations concerning the closing and prosecution of our disgusting pill mills. I am very disappointed to discover the Portsmouth Police Department under the leadership of Charles Horner did very little to cooperate with Federal Agencies in battling our local prescription drug abuse issue. Wow! That’s a half million dollars! So now with all that said, I ask how do “you” the voting population of our community evaluate the level of cooperation with other Federal Law Enforcement agencies concerning the leadership and cooperation provided by Steve Goins, who states he is the leader of the New Boston Police Department and Charles Horner who was in fact responsible for providing leadership with the Portsmouth Police Department. Facts are Facts! To me! It looks like those two haven’t done squat!

Well I listened to all of our Sheriff’s candidates speak the other night. I just don’t understand why most people (not all) running for office seems to always want to slam the other guy! Mr. Horner where do you get this idea “you” are the only one who has put any effort into our local drug problem issue? All that I’ve learned about you is that you have done nothing but talk, talk and talk about the problem! And sometimes cry! With all of your continuously talking, you would think by now you would be a very good public speaker. Well, your not! You keep talking about this “Teamwork makes the Dream Work”! Wake up, your still dreaming and you have no clue what it’s like to “lead” a team! Mr. Donini you are way too humble! You need to tell it like it is! Since you wont I will! Mr. Horner we haven’t forgotten about your being fired as Chief of Police! Oh, yea you got your job back because of the “ol civil service process” only to come back and take your rage out on Lt. Brewer who you immediately fired and who also got his job back and who will probably be the next Chief of Police. How about the “No Vote of Confidence” from your own FOP Lodge! How about the fact that you weren’t even able to get your own FOP Lodge to endorse you for Sheriff! How about the fact that you were always taking time off for sick leave and your alleged workers compensation injury! It’s no surprise you couldn’t or wouldn’t answer the question concerning the number of days you have been off over the last fifteen years due to sickness and illness, you’ve been off work more than you ever came to work and you have the audacity to say the current Sheriff can’t get out from behind his desk! Bottom line is at least he shows up to work! The Sheriff’s job is to manage and to manage you need to be there to lead not out talking, talking and talking. I’ll give you credit! You have definitely made a change in our community. You have preached so much about our community’s negative aspects we are now designated as being a “high intensity drug trafficking area”! Wow I’m impressed and I’m sure all of this will help to sell our area to business officials who would like to start a business in our community. You’re nuts! You have really screwed up our chances of improving our economical development within our community. Who would even want to invest in our community now the Charles has effectively achieved this spectacular event of having a “negative” label placed on our community by simply whining about the problem, attending meetings where he gives his personal testimony about his own personal dilemma concerning how drugs has affected him and his family, holding hands with drug addicts and walking around the community singing “cumbayi”! Yea I’m fired up and anyone who would even consider voting to put Mr. Horner in charge of our Sheriff’s Office is an idiot! I trust our community is not that stupid! No this is not a paid advertisement and I would love to be able to write for our local news paper and tell it like it really is!!!!!

I have now decided who I am voting for as Sheriff. Remember the old saying that refers to your initial decision as usually being the correct one? Well I wanted to make sure I had all the facts. I do now and my first instinct was the correct one! You got my vote Donini! You’ve done a great job over the last sixteen years and I would prefer to bet on a record which shows consistent “positive” progress as opposed to one that has been consistently checkered with “negative” events. My decision is mainly based on being positive. The other two candidates are always being negative where Donini seems to just be factual about his experience. He’s not always “knocking” the other two candidates! He’s obviously the only one with the “real” experience of managing the Sheriff’s Office, he’s been there since he was twenty years old and has thirty-four years of experience. Sheriff Donini you’ve got my vote and I am absolutely confident you will once again be re-elected to serve our community for the next four years! Thanks for your commitment to our community!
