Scioto County Sheriff Marty V. Donini has charged a Lucasville man - a convicted sex offender - with one count of voyeurism and possession of criminal tools, saying he was spying on a female in a tanning salon.
William Shinkle, 43, is already on parole and classified as a sexual-oriented offender.
Donini said detectives responded to a tanning salon in the Lucasville area after receiving complaints from the business stating Shinkle was posing as a customer and was allegedly looking over the booth with a retractable mirror when a female would enter the booth next to him.
On Tuesday, detectives and deputies were conducting a follow-up investigation at the tanning salon when witnesses said they saw Shinkle using the mirror in an attempt to view a female in the booth next to him.
Shinkle was arrested at the scene without incident, and was arraigned in Portsmouth Municipal Court Wednesday morning. Shinkle is being held in the Scioto County jail on a parole violation.
Court records show Shinkle entered a no contest plea and was convicted of felonious sexual penetration on Oct. 18, 1995, and sentenced to eight to 25 years in prison on Nov. 29, 1995.
Jo Ellen Lyons, of the Ohio Department of Corrections, said Shinkle was placed in prison on Nov. 30, 1995, and released from prison on Aug. 28, 2006.
Further charges may be pending on Shinkle as a result of a continuing investigation.
Scioto County Prosecutor Mark Kuhn said a decision as to whether Shinkle would go back to prison if convicted is up to the Ohio Parole Authority.
“We are certainly hoping the Parole Authority sends him back to prison to complete the remainder of his eight to 25 year sentence,” Kuhn said. “Especially since he was convicted of a very brutal sex crime, and this charge is sex related.”
Kuhn said the voyeurism charge is a misdemeanor of the third degree and carries a maximum of 60 days in the Scioto County Jail and the possession of criminal tools is a first degree misdemeanor and carries up to six months in the county jail.
