A Portsmouth man faces felony charges in the alleged theft of a credit card from an elderly woman. Arrested was Arthur L Personett, 41, of Portsmouth. Personett was charged with one count of felony theft and one count of forgery, both felonies of the fifth degree. He was held on a $5,000 bond.


Sheriff Marty V. Donini said his office received a call from an elderly victim stating that somebody had stolen her credit card and made several charges without her permission. Deputies responded and spoke with the victim and filed a report that was forwarded to a detective for an investigation. Detectives were able to locate several videos showing the suspect using the credit card throughout the county.


Donini said detectives were able to get a possible location on the suspect which resulted in deputies responding to that location to detain the suspect for questioning which resulted in charges being filed.


Donini said more charges will be presented to the Scioto County grand jury at a later date. He said anyone with any information concerning the case is being requested to contact Detective Jodi Conkel at the Scioto County Sheriff’s Office, 740-351-1091. All calls will remain anonymous.
