With the announcement that Wabuck Development Company had withdrawn its request for a tax credit for a $5 million low rent housing project, the city of Portsmouth threw its support behind the National Church Residences $15 million renovation of the Second Street Riverview Retirement Center project Monday night.


Amy Rosenthal, of National Church Residences, addressed Council on the specific plans for that 106-unit senior project.


“We are applying for a low income housing tax credit from the Ohio Housing Finance Agency,” Rosenthal said.


Rosenthal presented Council with a petition in support of the project, signed by 70 of the 106 residents. She said the project involves two buildings, one of which was constructed in 1836 (Biggs House) while the Washington House was originally constructed in the 1900s. Both of the buildings were rehabilitated in 1978-1979 by Southern Ohio Medical Center. NCR purchase the property from SOMC about a year ago.


“We will be using the low income housing tax credit program, as well as federal tax credit to rehab that facility,” Rosenthal said. She said once the project is completed the building will be listed in the National Historic Registry matching the Boneyfiddle District, which is already in the National Historic Registry.


“We’ll modify 10 percent of the units to meet today’s standards of accessibility,” Rosenthal said. “We will exceed what we are required to do. We’ll upgrade the security features of the building.”


She said, upon completion, the buildings will be Green Leed certified so that they will be energy efficient.


Council voted to adopt the resolution to express full support for the National Church Residences’ efforts to obtain low income housing tax credits offered by the Ohio Housing Finance Agency for that project by a 6-0 vote.
