An Adams County man, arrested after allegedly sexually assaulting a 31-year-old disabled woman in Winchester, Ohio, has had his bail set at $100,000 cash or surety. That man was identified in the story as Billy William Delk, age 56, who was reportedly arrested by the Winchester police on Monday and charged with rape and gross sexual imposition.
The Daily Times reached out to the Adams County Prosecutor’s Office who said more action in the case is expected this (Friday) morning.
Delk was initially charged in Adams County Court by complaint, Tuesday with a single count of rape with force. He was arraigned on Wednesday in Adams County Court.
The charge states: “On or about 21 October 2013, Delk did engage in sexual conduct with S.B. (initials of victim), and Billy W. Delk purposely compelled S.B. (DOB: 10-27-82) to submit by force or threat of force. Said act in violation of Section 2907.02 (A) (2) of the Ohio Revised Code and against the peace and dignity of the state of Ohio.”
A preliminary hearing has been set for Monday, Dec. 16 in Adams County Court. But, should he get indicted by an Adams County grand jury before them, that hearing will not take place.
