Colonel Steven McGugan, Commander of the Huntington District of the U.S. Army Corps of Engineers has been relieved of command effective Aug. 23.


According to Army spokesman, Col. David Patterson, “On Aug. 23 Colonel Steven McGugan was formally relieved of his command of the U.S. Army Corps of Engineers Huntington District.”


When asked about a possible investigation Patterson stated, “He is under investigation into allegations of officer misconduct.”


Patterson said no other information about the ongoing investigation was available.


According to biographical information on McGugan, on the Army Corps of Engineers Huntington District website (www.lrh.usace.army.mil) McGugan assumed commanded of the Huntington District on July 20, 2013.


“As the District Commander, he is responsible for carrying out the District’s mission within the Ohio River Basin, which includes 311 navigable miles of the Ohio River in West Virginia, Kentucky and Ohio, plus nine major tributaries.”


This geographical area encompasses 45,000 square miles in five states.


The Huntington District has 830 employees who support the mission of the district. Part of that mission includes maintaining nine locks and dams one of which is the Greenup Locks and Dam located in Scioto County.


The bio goes on to state, “Colonel McGugan has served in a variety of assignments that include: Chief of Staff for a Special Mission Unit of the Joint Special Operations Command. Battalion Commander, 27th Engineer Battalion (Combat)(Airborne), Fort Bragg, North Carolina; Regimental Engineer, 75th Ranger Regiment (Operations Iraqi Freedom and Enduring Freedom); Commander, Alpha Company, 317th Engineer Battalion, 3rd Infantry Division; Executive Officer and Platoon Leader (Desert Shield and Desert Storm), Bravo Company, 27th Engineer Battalion (Combat)(Airborne). His previous staff assignments include: Command Engineer for the Joint Special Operations Command (Operations Iraqi Freedom and Enduring Freedom); Aide de Camp to the Commanding General/Chief of Engineers, United States Army Corps of Engineers, Washington, DC; Staff Officer for the Deputy Chief of Staff, G-3/5/7, Headquarters, Department of the Army; and Brigade Executive Officer and Company Tactical Officer, Brigade Tactical Department, United States Corps of Cadets, United States Military Academy.”


Colonel Steven McGugan graduated with a Bachelor of Science degree in Civil Engineering – Construction Management from North Carolina State University in 1989. His military education includes the Engineer Officer’s Basic Course, the Infantry Officer’s Advanced Course; the Combined Arms Service Staff School; the U.S. Army Command and General Staff College and the U.S. Army War College.
