A Vinton County man has been charged after setting up sexual encounters with a Scioto County juvenile, and soliciting nude photos of two girls.
Arrested was Brian Scott Sibley, 27, of Vinton, Ohio. Sibley has been charged with one count of attempted rape, a felony of the second degree, two counts of unlawful sexual conduct with a minor, a felony of the third degree, one count of attempted unlawful sexual conduct with a minor, a felony of the fourth degree and pandering obscenity involving a minor, a felony of the third degree. Sibley was held on a $ 105,000 bond, pending his appearance Monday in Portsmouth Municipal Court.
Scioto County Sheriff Marty V. Donini said his office received a call on April 4, 2014, from a mother stating that she found out her 15-year-old daughter and her 11-year-old friend had been in contact with an adult male via the computer using a program called Kik, Facebook and Snap Chat.
Deputies responded to the woman’s home and a report was taken and forwarded to a detective for an investigation. During the investigation detectives learned that the adult male had solicited the juvenile girls for nude photographs and sex which were sent using cell phones. During an ongoing investigation detectives discovered that the male suspect had met with one of the juvenile girls at her Minford residence where they did engage in sexual activity on two different dates.
Donini said his detectives, using the juvenile girls account were able to arrange a meeting with the suspect who responded to Minford this past Friday. Donini said the suspect was responding to Minford thinking he was going to have sex with both of the juvenile girls. Upon his arrival he was met by detectives and placed under arrest.
Scioto County Sheriff’s Captain David Hall said there are steps parents can take to try to prevent such incidents from occurring.
“As a parent they can monitor what their kids are looking at. That’s the big thing,” Hall said. “Watching what the kids can access on their phones. We do have a lot of parents who tell us they do monitor their kids’ accounts. That’s a biggie. Monitor those accounts and pay attention. A 27 year old talking to a 15 year old or 14 year old is not acceptable.”
Donini said the investigation into the incident is ongoing and more charges could be presented to the Scioto County grand jury at a later date. Anyone with any information concerning the case is being requested to contact Detective Jodi Conkel at 740-351-1091. All calls will remain anonymous.
