14 indicted by grand jury

The recent session of the Scioto County grand jury has announced the indictment of 14 people on a total of 28 charges.

Martin Luther Horsley, III, 24 of Portsmouth, is charged with aggravated vehicular assault, vehicular assault, endangering children and operating a vehicle under the influence.

Amanda C. Conkel, 38, of Lucasville was indicted for telecommunications fraud, forgery and receiving stolen property.

Howard T. Hayslip, Jr., 32, of West Portsmouth, is charged with having a weapon under disability.

Beth A. Johnson, 25, and Terrell J. Johnson, 25, both of Portsmouth, are charged with theft, the rest of those indicted face drug charges.

Brian E. Kelly, 49 of South Webster and John B. Thacker, 45, of Portsmouth, are both charged with aggravated possession of drugs.

Rebecca Rae Messer, 28, of Portsmouth, is charged with endangering children and possession of drugs.

Robert L. Ratcliff, 31, of Portsmouth was indicted on a charge of possession of heroin.

Tommy Pruitt, 28, of Dayton, Amanda Nichols, 34, of Portsmouth, Stephany Fontanini, 22 of Celina, Ohio and Tiffany Bussler, 34, of Portsmouth, all face charges of possessing criminal tools, trafficking in heroin and possession of heroin, while Vages Martin, 34, of Portsmouth, was indicted for possession of cocaine.
