Rick Duncan says sinkhole project completion should lead to levee certification

Could the certification of the city of Portsmouth’s levee be a reality soon? It’s starting to look that way to Portsmouth Wastewater Director Rick Duncan.

Portsmouth City Manager Derek K. Allen told Portsmouth City Council the contractor who is repairing the remaining project, a sink hole at Pump Station No. 2 on the floodwall adjacent to OSCO Industries, was delayed, but he is hopeful that they will be out next week to fix the problem.

“We have that tentatively scheduled for the week of Sept. 28,” Duncan told the Daily Times. “The company that is going to do that job is in Charleston, West Virginia now doing a big job and they say they should be done next week and they will be in the week of the 28th.”

Aside from the sinkhole repair, Duncan said the Levee certification has already been filed electronically via a thumb-drive.

“Then when we get the sinkhole done we will send them a hard copy of everything,” Duncan said. “We sent the information that we had available back on July 28 to FEMA (Federal Emergency Management Agency) and we’ll let them know as soon as the repair is done and that information will all be sent in the hard copy.”

With obstacles arising at nearly every point of the project including the hiring of two firms to do studies, the process has taken a lot longer than originally expected which has caused the village of New Boston to have to wait though they have been done with their part of the process for quite some time.

“We’re finally getting there,” Duncan said.
