Woman’s body found after ATV crash

GREENUP, Ky. — According to reports from Greenup County Sheriff Keith Cooper’s office, James Wyatt Ratliff, 19, of South Portsmouth, Ky. and a 17-year-old juvenile, whose name will not be released, have been arrested in connection with the death of Mattellen “Mattie” Conley, 19, of Flatwoods, Ky.

According to reports, Conley’s body was discovered in the 10,000 block of KY. SR 784, at approximately midnight on Tuesday, and it is believed that Conley’s death is the result of an ATV accident.

Ratliff, 19, was later arrested and charged with 2nd degree manslaughter and tampering with Physical Evidence. Ratliff was transported to the Greenup County Detention Center.

According to reports from Sheriff Cooper’s Office, the juvenile is being held in the Boyd County Detention Center in Ashland, Ky.
