After a couple of rain and flooding delays, this year’s Civic Forum Fourth of July fireworks display was cancelled. Now the city of Portsmouth is asking for their contribution to the event back.

In a letter to Gene Arms of Civic Forum, dated Aug. 11, 2015, Portsmouth City Manager Derek K. Allen wrote – “The city of Portsmouth recognizes the years of contributions that the Civic Forum has made to the community in providing enjoyable fireworks presentations on Independence Day since 1935.”

Then Allen made a request – “On April 27, 2015 you invoiced City Auditor Trent Williams $5,000 for the annual city contribution for the 2015 July Fourth fireworks. Unfortunately, the weather did not cooperate in the realization of the fireworks display and there was no fireworks presentation. The city of Portsmouth respectfully requests a return payment for the service not rendered.”

A Purchase Order dated March 24, 2015 shows the city donated $5,000 to an invoice titled – “Annual Contribution July 4th Fireworks”

Allen then asks Arms to contact his office to make arrangements for reimbursement of the fireworks money.

The Daily Times was unable to reach Arms for reaction.
