County discusses development, Splash Park

Scioto County Commissioners announced Thursday that several community development projects had been awarded throughout the County.

Bids have been awarded for the three Community Development Block Grant (CDBG) projects. Such projects come from funds that the County applies for every two years and are provided through the U.S. Dept. of Housing and Urban Development for the purpose of promoting activities such as affordable housing, anti-poverty programs and infrastructure development.

CDBG funds will be going to resurfacing and lighting of the walking trail in Millbrook Park in New Boston, paving of Tatman Coe Road in Rush Township and paving of June Ave. and Worstell Street in Morgan Township. For the Millbrook Park project, Solid Rock Construction, of West Portsmouth, was awarded the resurfacing bid at $32,915, and McDaniel Electric was awarded the lighting at $13,957 for a total project bid of $46,872 all of which is coming from grant funding. The two paving projects were both awarded to the Shelly Company in Wheelersburg. The Rush Township bid was awarded at $39,863.50, and the Morgan Township bid was awarded at $25,616.95.

Commissioner Bryan Davis explained that some townships have found a way to take advantage of CDBG funds, even if the township as a whole does not meet poverty guidelines. Township trustees can survey specific roads that have higher poverty rates than other parts of the township in order to get that road qualified. The process requires extensive work from the trustees, who must spend long hours gathering data and knocking on doors, but it is a strategy for accessing grant funding that can then be used to pave that road, freeing up paving dollars for other projects.

“The trustees are very active and involved,” Davis complimented.

Additionally, Davis announced that the Commissioners would have a decision regarding the Doug Coleman Memorial Splash Park and was adamant that it will open soon.

The park was originally scheduled to open in May but was delayed after the park was completed when the Ohio Department of Health decided that the wrong piping was used.

“Here is exactly what we’re going to do: We’re going to get that thing opened,” Davis stressed. “We know there’s three courses of action. We have to take the one that’s most expedient. We have to get that thing opened.”

He continued by explaining that the County had requested a meeting with the ODH and were expected to talk to them following the commissioners’ meeting.

“We are going to know today exactly what it is we have to do,” Davis said. “We’re very frustrated, but we’re going to get it opened.”

The Scioto County Commissioners meet at 9:30 a.m. every Tuesday and Thursday on the first floor of the Scioto County Common Pleas Court, located at 602 7th Street in Portsmouth.
